Special Election Called First Mu nicipality in State to Invoke Home Rule Election Will Be Held De cember 31. CHANTS PASS, Dec. 17. Grants Pass will be the first municipality lu the state to hold an election tinder the home rule amendment passed at the last (.'lection. lu response to a petition signed by 8 1 registered voters the city coun cil passed an ordinance calling a spe cial election on December !51 on the question whether or not the council should license saloons. The ordinance was passed to third reading by sus pension of the rules and was passed unanimously.
