Special Envoy Arrives From Nlca ranua to Give That Message to State Department and Beg for Recognition of His Chief. WASHINGTON, D. C, Aug. 6. That Presidcut Mndriz of Nicaragua is friendly to the United States is the mesnge Dr. Sebastian Salinas, bis special envoy, has come to Washing ton to lay the matter before the state department. Dr. Salinas told ucwepaper corre spondents who called on him that his country is friendly toward the United States and declared that President Mndriz has never made a hostile move against Americanc Dr. Salinas is accompanied by Dr. Modesto Barrios. They will call at the state department and it is ex pected thoy will try' to persuade Sec retary Knox that ilndriz is not aid ing former President Zclaya, who ab dicated and fled to Europe. It is expected they will agree to adhere to any plau that state department of ficials may outline tending to bring about peace in Nicaragua. Unofficial reports received here today say Mndriz' armies ore re treating before the forces of Gene ral Estrada, and that Managua is again threatened by the insurgents. MONETARY PLENTY OF WATER FOR MAN AND BEAST AT STATE FAIR SALEM, Or., Aug. 6. Drinking water will bo supplied at the Oregon state fair rrounds this year from Beveral driven wells forced to foun tains by a compressed air system. Heretofore this feature has received llttlo attention, as tho business of arranging for exhibits has taken con siderable time, but the present board of directors have endcavorc not to overlook anything for tho welfare of the visitors, -with the result that this system of drinking water has been Installed. C The Chinese empire, after nn existence- of 5000 years is at last to hnvo a mono ary standard, with a currency of re cognized value throughout tho counnt ry, according to the yord brought by C. D. The new currency is on a dollar and cents basis, supercoodfng tho rnito of teals, Mexican silver valua tion and a dozen other methods of calculation. Coins are now being minted and American engravers nro at work on plates for paper currency he first issue will be in circulation by tho last of August. Tho silver dollar will have tho value of 72 cents. This coin will bo supplemented by is sues of half dollars, quarters and dimes. FOUR WEEKS IN PRISON FOR DOUMA PRESIDENT ST. PETERSBURG, Aug. C Al exander Guickhoff, president of the imperial douma, is resting from the duties of his office in tho fortress of St. Peter and St. Paul today, serving n four weeks' sentence im posed upon him for duelling. Count Uvnroff, army leader and close to tho czar himself, was Guick hoff's adversary. The statesman was victorious, wounding Uvnroff in the shoulder with a rapier. Carncfllo Gets Medal.
