Many have mado ccssful attempts. second English unsuc- SPOKANE, Wash., May 2L It is problematic as to what action will be taken on a resolution which was introduced in the city council last night for submission to a vote of the people, of the proposition of whether a franchise shall be granted the Mil waukee and tho North Coast rail roads to enter Spokane with or with out a terminal rate provision. The resolution also provides that the railroads deposit $75,000 for ex penses of tho election, any portion unexpended to be returned to the railroads. The resolution has been referred to the committeo of ways. If the resolution passes an elec tion under tho referendum nenlinn nf the city charter will be held. If the resolution fails, the council must de termine tho terms upon which the railroads may enter the city, and these terms will not include the ter minal rates. PITCHER CARSON BOUGHT BY THE VERNON AGGREGATION LOS ANGELES, Cal., May 21. Pitcher Carson, -who went to the Chicago Cubs from Portland this Spring, is to become a member of the Vernon pitching staff, according to Manager Hogan's announcement today. Carson was ono of McCredio's most reliable heavers last year. His work showed much improvement -toward the end of the year and he was "gobbled" by Chance, of the Cubs. Although the former Beaver did great work on the Cubs' training trip and performed creditably the few times he eot on th fJrinr i;n after the season started, he was not able to nose out any of Chicago'3 -crack heavers for a regular berth. Carson was secured by Hogan by -direct purchase. It is expected that he will roport hero within a week.
