The formal call has been issued for a special election in nocordanco with the deiuaud mn Jo through initiative petition for an amendment to the city charter to permit the granting of a 50-ycnr electric street railroad fran chise in Ashland. Tho election will bo held on Monday, April 18. To bring about tho results desired, it is stated by tho Allen electric railroad interests, it is sought to amend sec tion 12 of Article VII of tho city charter to read as follows Articlo VII, section 12. Tho com mon council, by a two-thirds voto of the council at any rccular or ad jonrned meeting, shall have tho power to provide the city with wator and lights and for tho protection of such water and light works within and without the city as may be ne cessary and convenient and to make contracts and grant franchises, priv ileges and contracts for -such pur poses; also to grant franchises to light companies, street railways, tel ephone and telegraph companies aud for their use of the streets and the alleys of tho said city, when the council deems that tho samo may conduce to tho best interest of the said city, and on such terms as they may deem just, but no franchise may bo granted by the council for a longer term than ten years, and no franchiso shall bo granted by the city for any public utility, public easement or right of way for a long er period than ten years without first submitting the proposition for such franchise! to a popular vote of the legal voters resident within the city of Ashland, unless a majority of the votes cast upon the proposi tion shall favor the samo; provided, however, that the franchise and privilege for the use of the streets and alleys of the city for street rail ways operated by electric power or power other than steam power, and tho laying of tracks and tho right to erect, use and maintain electric transmission lines, and telephone and telegraph lines, in connection there with poles and conduits for the snmo to be used in operating the street railways may be granted for a term not to exceed 50 years, whenever an ordinance of the city granting the same shall bo enacted by the initi ative or referendum under the pro visions oi tno constitution and as provided by tho general laws of the state and tho charter of the city. Sometimes wo are lured by the three-colored lithographs and wo get our expectations worked up to a high pitch; we put on our best togs and go to tho opera house to seo the real show of tho season, and oh what a difference in tho morning. But last mcnt the Inugli was on tho people that didn't go. "Wine Woman and Song," while not n title that would receive the sauction of the local clergy, yet tho porformauco was clean, bright and entertaining Aliss Bonita is not only a very beautiful lady, but she is an artistic actress. She reminds ono of Lillian Russell wheiithat lndy occupied tho pinnacle of fame. Wo seemed to ret tho impression from the billing or tho nnmb of. the play, or some thing, that Miss Bonita would rush into tho spotlight yith a ''hero-I-am" pose 'look at me'." But not a bit of it. She made a1 modest entrance and immediately captured her audi ence with her modest manner, graco of movement and her chnrm of voice. Tho play cannot bo said to bo a particularly strong one, for the star, but thero wero scenes, however, that gave Miss Bonita scopo for her his trionic powers, and then wo could sec what a turor this lady would create if she were providud with u strong pin; suited to her particular ability. Lew Hearn is a real comedian. He has a subtle conception of eccentric character. Honever tries to overdo and "is reallystrongest in the quiet bits of high omedy. The chorus was a good one and the ballet the best we have seen here this season.. There are other char acters that qesorve mention, but suf fice it to say that the cast was a good ono throughout. Miss BonitaMikes Medford and will return here tho coming season in her new play and then we will show the lady what it means to have Med- ford's full appreciation. E. M. A. CAPT. APPLEGATE APPOINTED TO TAKE INDIAN CENSUS KLAMATH FALLS, April 2. Captain 0. C. Applegate has beer notified by the commissioner of In dian affairs that he has been ap pointed as special agent for the tak ing of the census of tho Indians liv ing in the state of Oregon. The ap pointment came entirely unsolicited and was a great surprise to the cap tain. It is made, no doubt, on the strength of bis record on file in the Indian bureau in Washington. He has not as yet received his creden tials, but is expecting them daily. The captain's duties will take him over a great part of the state, since he is to take the census on all of the reservations and detached settle ments. Ho will, while workiner in the first census district, bo under the direction of Census Supervisor Hen dricks of Salem. In the second dis trict his work will bo done under the supervision of Seneca Beach, who has charge of the census work there It will require nearly three months tc complete- tho work.
