" CHICAGO, III., Mardi 20.-A thorough sonrcli of the ruins of the Fish & Co. building at Nineteenth street and Wabash avenue, today failed to reveal more bodies, and it is belioved that tho 12 victims whose bodies wcro recovered aro all who perished in tho big blaze yesterday. It is believed that they would have been burned to death hud the build ing been cquippod with fire efcnpes Speaking in regard to this, Fire Chief Horaii said that ho had noti fied the building department some timo ugo that the Fitdi building was unsafe and should hnvo fire-escapes. Horaii declared that no action was taken in tho matter by tile building department. Officials of tho build ing department assert that no noti fication regnrdiug tho conditions of the Fish building was received from Horan. At tho present' the inspection of buildings is done by y tho building department. It was nnnounced that tho city council will bo urged to transfer the firo inspection of structures to tho fire department. Such n recommendation was made some timo ngo by Mayor Fred Basse, but tho council failed to take any action in connection with it. As nn outgrowth of tho fire, in dications aro that anothor depart mental scandal will develop in which tho building department will bo in volved.
