The Medford Commercial club will assume charge of the collection of funds for building the Crater Lake high way, and its special committee fill the place that would have been filled by he state commission, had the state's appropriation been available. The highway will be constructed with the funds jointly contributed by the public and by the county, under diree tion of the Road Building Section of the national depart ment of Agriculture. In Oregon, the probable method of obtaining consent would be by referendum, and no vote on the subject would ever be favorable. Except in three instances, no state after its organization as a state has ever been divided. One of theso was Virginia, out of which West Vir cinin was created. That was done durine; the civil war. and ns a result of it, Western Virginia contained a population that was, intensely for the Earlier in the nation's life, two other states were divided. Vermont was created out of territory that be longed to New York.
