It is written by Professor Milton Whitney, chief-of tho bureau, who says: " "A careful study of tho data which have been presented appears to jus tify two conclusions: First, that tho productivity of tho newer agricul tural soils of tho United States and of the older agricultural soils of Eu rope, taken as a wholo and for tho nation, aro not declining, as is pop ularly supposed. Individual farm ing deteriorates and soils wear out, ns thoy have always done, but as a wholo it seems probable that wo aro producing more crops an aero than formerly. "This is undoubtedly duo to many factors to bettor and more intelli gent cultivation and more and bettor systems of rotation of crops, and in later years to tho intelligent use of fertilizers through measures of con trol in tho hands of every individual fnrmer. In addition wo must recog nizo tho increases in farm animals and stock, tho improvement in seed by selection and breeding, and increased intensity in population, which is forcing attention to more intonsivo methods. Second, that so far as on'1 information goes, there is apparent ly no significant differonco at tho present timo between tho composition of tho old agricultural soils of Eu ropo and the newer agricultural soils of tho United States, with reject tit potash, phosphoric acid, Imio and magnesia." .
