Tho railroad companies fillcgo that under tho prevailing checkerboard system thoy sannot Icaso their lands to advantage, becauso stockmenacquiring tho privilogo of their use aro now prohibited by the department from fencing any but leased sections. Uuder a former ruling leuece of railroad lands woro allowed to fenco not only the leased areas, but the inter vening sections of Gsvernmcnt land. When this practice was stopped, it greatly reduced tho value of tho railroad lands a: private pasturee. This is one) of tho principal arguments in behalf of Jhe bilt. It seems to Tho Oregon inu that a larger representation in tho political con ventions of all parties is n necessary featuro in tho general movement in thu state for moro popular government.
