Promoters of the Washington-Ore goa Traotion company are fast com' plotiog plans for actoal construction work ou the immense power boase to he constructed on the upper Walla Walla river about eight miles above the present power bouse of tbe North west Gas aud Eleotrio company, asys the Walla Walla Union. All that is holding tbe work back now is the action of tbe city oounoil in granting a fianobise allowing tbe company to operate and maintain a power station in Walla Walla. Tbe franchise was introduced at tbe last meeting of tbe oonnoil Monday night, and read through its drat read ing. It was then referred to the coun cil as a whole, to be acted upon finally at an adjourned meeting to be held next Tuesday night. That tbe fran chise will be grunted seems to be the general opinion of those who were present at the last meeting of tbe couuoil and held arguments, made be fore that body. Realizing that such a power bouse situated in close proximity to this city will revolutionize tbe lighting aud power problem, which is now such an important factor in the city's affairs, it oan bardly be doubted that favor able aotion will be taken by tbe coun cil wben that body meets to aot on tbe proposition finally. Tbe Washington-Oregon Traotion company is a oouoeru beine promoted by local men who are among the most substantial business promotres in the city. They have beeu working on a sewer plant, and subsequently an eleo trio railroad, for several mouths and are just now getting into a position where actual work oan be started. Tbe site for tbe new power honse is said to be one of the most advantageous plaoee on tbe Walla Walla river, where an immense and tremendous fall oan be maintained at a compar atively small cost. Following a series of inoendiary flies that has struck terror to the entire 10.000 population of Baker City, May or Johns has issued tbe following pro clamation: "To the oftioers and people of Baker City : Believing that the many recent Ores are of incoudiary origin, any and all snob offloeis and good citizens are hereby instructed to shoot on the spot any poison caught setting fire to any building. Tbe property of this city must and shall be proteoted. "Charles A. Jobns, Mayor." There are special patrolmen employ ed, and a great effort is being made to locate or capture tbe firebugs. Thursday night there wero thiee fires, one the old Faull residence, un occupied, but an historical old build ing. Tbe loss was about $5,000. " A few minutes later two barns were burned, and almost immediately after the old creamery property went np in smoke. Wednesday and Wednesday night there were three more Ares of iucendiary origin.
