ATHENA PltfED Twice-a-Week : u' at agency -'" SEVEN YEARS. I'oa Forced to Ketire Because of Poor Health -Nothing Is Known as to His Successor. acre homestead act. Congressman Kin kead of O'Neill, representing the Sixth district, including 33 counties and more than a third of the entire area of the state, took the lead in the passage of a bill to provide this. ' ' Under it, for fees of less than $20, one who has not previously used his home stead right, mar pre-empt, after June 28, 640 acres of these grazing lands. RANGE WAS CONTINUES. Charles W. Wilkins, who for the past 7 years has been in charge of the In dians of the Umatilla reservation, has forwarded his resignation to the interior department, and on July 1 will step out of his present position into private life. Mr. Wilkins is taking this step on ac count of his health, and will engage io business more suitable to his condition. Mr. Wilkins is one of, the old-time residents of the county, having come here about 20 years ago. He was con nected with the East Oregonian for some years, and later edited the Pendle ton Tribune for a while. In 1807 Mr. Wilkins made an applica tion for the position of postmaster? of Pondleton, but failed to get tne appoint ment, find was offered the appointment of Indian agent by Preoident McKinley. He accepted the proposition, and about 2j years ago the office of superintend ent of the reservation and agency was created and put under civil service. Mr. Wilkins went to Washington and satis fied the authorities of his fitness foi the place under civil service regulations, and has since that time held the posi tion. He was recommended for appoint ment in 1897 by Congressmen W. R. Ellis and Thomas Tongue, and Senator McBride. . Mr. Wilkins has the happy faculty of getting along with his charges that is possessed by few men, and is very popu lar with all of the Indians on the reserv ation, men, women and children. His long service and close study of the con ditions surrounding Indian life made him a valuable man at the head of the reservation, and bis departure will be a loss. . It is not known whether or not Mr. Wilkins successor has been selected by the department. TRAIL OF DEVASTATION. Sheepherder Shot at While on Duty In Wheeler County. The scene of the range war between cattlemen and sheepmen has been trans ferred to Wheeler county. Last Sun day a band of sheep were attacked by three masked men on the summit be tween Spray and Lone Rock, about 3 miles west of . the George Robinson place. ' ' '"" ' . : -y The sueep, However, were not injured, as the herder was the target of the out laws who emerged from the woods heavily masked and when about 60 yards distant opened fire on the herder, who escaped without senous injury, al though bis clothing was pierced in two places by the leaden messengers. The outlaws then retreated to . the woods where they had left their horses and made their escape. The sheep belonged to Nat Wallace of Arlington, who was on his way to the Greenhorn mountains for summer range. Spray Courier. Tournament is On. Pendleton, June 23. At 9 o'clock this morning tue iwentietu annual Tourna ment of the Sportsmen's association of the Northwest will begin at the groundB on the hill south of the city. Over 200 shooters are now in the city from every state on the coast, and when this morn ing's train arrives it is expected that ully a hundred more will be on hand. Some of the fields were slightly damaged while oth ers were not overlooked at all by the grasshoppers. The total damage to the growing wheat in the Alkali country will amount to several thousands of dol lars, but it will be difficult to estimate the exact loss. A SECTION TO EACH. Homesteader In Nebraska Will Get 640 Acres. Seven million acres of land in central and western Nebraska are to be given away in homesteads of CIO acres each on June 28, when the Kinkead law, named after its author, Congressman Kinkead of Nebraska, will become effective. Under it the size of a homestead in any county of the Fifth and Sixth Con H - gresstoiittl district of Nebraska will be increased from 160 to 640 acres. Whether the land will go to settlers or will be turned over to the great cattle raiters who for many years have grgaed their herds on it, and even fenced it off, is the interesting question out in Ne braska. Three years ago it was discovered that the big cattlemen had fenced in areas as large as some states in these particular lands. When the effort was first made tn drive them out they defied all opposi (ion, hut in the end, under stress of in thi-tiiuM'H and menace of the federal peniti ntiiiry, they surrendered. , following the fencing scandal, an u.'itutiou started m favor of tho CIO HOUSE AND CARRIAGE PA1HTIHQ Paper Hanging, s ' Clothing and Graining.
