To carry on a war requires the expenditure of large Bums of money above what is necessary for the or dinary purposes of the government. Such extraordinary expenditures a demand an increased revenue which must be raised in anticipa lion of war. Censiderable figuring has been done in regard to the probable increase ot taxation for war purposes. A competent au thority states that upon the basis of estimates of probable expenses we could raise $800,000,000 a year at the present time, with our in creased population, with the same taxes that were imposed in 18GG, from this it is seen that in case of war with Spain, by taxing one fourth of the articles that were taxed then, we could raise a suffi cient amount of money to pay the cost of the war as it is carried on from day to day. The United States may, under the constitution, raise revenue from taxes, duties, imports and excises, but congress has not exercised its power to raise revenues from these four sources at one time except during times of war, and then only under great emergencies, from which the peo pie were released when the neces sity for war taxes ceased, it is probable that congress may resort to the collection of duties, imports and excises, avoiding, if possible, the levying of taxes, as during the civil war, when the state's appor tionment wn assumed by the Btate, and collected by it ns other taxes. The 0. R. & N. Co. is following the lead of the Northern Pacific in attempting to forward the agricul tural interests of Eastern Wash ington, by practical dem onstrations in diversifying farm products. Both have estab lished experimental farms and 4- will give a thorough test of the re Bults to be obtained from the in troduction of new varieties of crops. The O. R. & N. is just now crettinn its farm ready at Walla Walla, and 20 acres of choice seeds, principally grasses, are being put in, though vegetables, fruits, tobac co and hemp for the manufacture of jute will also be experimented with. The Northern Pacific is carrying out in Washington the policy which has assisted materi ally in enhancing , agricultural conditions in the Dakotns, and it is anticipated that good results will be attained. According to the Chicago Chron icle, the country will hear with a feeling of Badness that the United States government is bent upon compassing the ruin , of that, self sacrificing patriot, Mr. Andrew Carnegie. That is, the navy de partment has placed orders for a large quantity of armor plate with Mr. Carnegie's iron works, and Mr. Carnegie not long ago assured us that ho lost money on every ton of armor plate he produced, and that Jie only remained in the busi ness because of his sense of duty to his country. Therefore, every order from the navy department means that Mr. Carnegie is one Btep further toward bankruptcy, and the worst of it is that his pa riotlsm will not permit him to de cline the orders and thus pave something from the w reck. John Wanamaker, the Phila delphia merchant prince, has given notice to his employes who may be called upon for military duty that their positions will continue open to them, their salaries con tinue during their absence and that in the event of death in battle their families will be provided for A very largo number of mercantile and banking houses in the Jargo cities of the east have made the ' same pledges to employes in the event of war with Spain. Miliior.s of dollars have been offered the government upon any terms, ves sels and property dedicated to public use and personal services tendered in the nation's defense. Year after year, at this Beason, comes news of lives and property destroyed by the rising of our rivers. These floods are as regular as spring itself, and yet houses and factories are built along the river banks as confidently as though freshets were rare cataclysms of nature, like earthquakes and erup tions of volcanoes. Men are pro verbially incapable of profiting by the experiences of others, but to profit by their own is not beyond their powers, and it does seem tbat, when a high water mark has once been established, it ought to give a hint for at least a year. Interest in the present political campaign is very much lessened by reason of war situation. This is a time when all American peo ple are deeply interested in the puccess of the army and navy of the United States. Patriotism takes precedence over partisan ship. People of all sections and of all political tendencies are now bound together in a common cause, which is of far greater moment than the result of the election. ThiB may in the end prove a bless ing that will partially compensate for the horrors of war. Canadian officials seem to have patterned after the German plan in excluding American nursery etock without apparent reason or general knowledge of the fact. British Columbia customs officials have recently returned several shipments of trees made by Wash ington nurserymen, creating con siderable annoyance and expense and interfering with what has of late been a considerable trade. Miss Fuller, a newspaper woman, has lately been appointed harbor mistress of Tacoma, Wash. It is said that thus far she has done good work, keeping all records pertaining to the extensive shipping business of the city in perfect shape. She has made out the harbor master's report for the year, the first report of the kind ever made out by an American woman. The argonauts of '49 were afraid to erect two-story buildings in California because of the frequent earthquakes. Exemption from them of late years has led to the erection of sky-scrapers in San Francisco. These big buildings have recently passed through their first experience in a genuine shake, and from all accounts they passed through it vory creditably. . Some of the fellows who are ob jecting to W. It. King on account of his youth supported two years ago that lively old acrobat John M. Palmer, We are not going to say anything against Palmer, be cause those who knew hini 70 or 80 years ago say that he was a right peart old man. Of course McBride voted with Hanna against the senate resolu tions on the Cuban question. What else could bo expected of an empty headed dude. It is too bad that the seat once occupied by J. N. Dolph is still as emptv as the one once occupied by J. II. Mitchell late of Mars. Poor Ellis was flattered by sharpers and fawned upon by fools until ho became lost in the awful gloom of his supposed greatness, and isolated in the everlasting night of what he didn't know. It is claimed that Great Britain can lick all creation when she gets down to her fighting weight, and that we can' lick her. If this be true, who is thero to attack the eagle and tho lion combined? They are busy pelting the stars and stripes in Samaria. Let them pelt. We'll teach them by and by, to think it a pity that ever their hens were born to lay eggp.
