It ia carefully estimated, says the Taooma Ledger, that in the years Bince our commercial marine was wiped, but by the war of the rebellion, this country has paid the sum. of $6,000,000,000 in freight?" 1 for American products carried in .English vessels. We are paying at the rate of $3,000, 000 a year for freight at present. This money could have been saved to go into the pocket of American merchants and mechanics had congress encouraged the building of the American ships. It is not too late to begin, and the present congress should enact the lawn that will open every. American shipyard and many new ones. The benefit will not be fully re alized by the purchase of foreign ships to be given American regis ter. Prosperity to American .shipping must begin with the prog .perity of Ameiican shipbuilders. .The news from- Washington is that the expenses of W. S. Vander- burg, in his contest for the seat of Representative Tongue, may not be paid by the national govern ment. 'These expenses are est mated at $2000. The contest was based upon the alleged fact that the Indians of the Siletz reserva tion voted for Tongue and pos sessed jio right to vote at all. Anyone familiar with the circum stances can call to mind that for several days Vandorburg's election was practically conceded. Whether he made out anv cause for claiming the seat is not known, but it is hardly likely in view of the fact that the vote to seat Tonguo was unanimous, and yet there were reasons for grave sus picion owing to the closeness of the vote, a plurality of 63 being officially declared in favor of Tongue, These contests should not be undertaken unless some showing of fraud can be main tained. . The Phess today gives the full report of the democratic and popu list conferring committees which were sometime ago appointed by the county central committees to meet on Wednesday of this week for the purpose of arranging for the perfection of a union , of the two parties, by which they can work in harmony in the coming campaign and election. While the resolutions in the main have the right sounding and the de Bired tendency, still there are ex ceptions wherein the democrats are asked to espouse populist doc trines to some extent. This,-of course, is to be expected to some extent, when a Anion of . forces is to be welded together. The Press is a democratic newspaper, and as such proposes to be conservative in this matter, and as there is to he further conferences of commit tees, it withholds further opinion, and will not commit itself one way or the other, until these com mittees have had their meeting and made their report known. Thia has been a red letter week for Pendleton. Pendleton is ever . an enterprising town, and to her enterprise is due the meeting of the cattle grower's convention there this week. There" were many notable men gathered there from .the eastern states and the Pacific coast. They were treated in true Pendleton style, which, summed up In one word is, royally. He has eeen all sides of the question, and yet at (be end of a long life be is going to play the baby act and declare that he has discovered that be is wrong. - What perfldr, what dishonor is here. The unlettered, the unscbo tied, the men to whom financial questions sre strantte, may consistently changA thiir attitude; but men who have been leaders, who have been teachers in a school ol floanc-', cannot. Yet, Mitchell is solan to do i'. ! Eighteen years of dignified senatorial life in which he bus been conspicuous as a statesman, ere to be stultiBetf. All this is Mitchell, poor, suppli ant, supine Mitchell, begging, cringing, crawling on bis belly for office. "I would rather be right than presi dent," was the proud exclamation of Henry Olar. It was the fierce and furi ous declaration of honest impulse, and it will continm to echo through the ages. God inspires such sentences a-i;l human ity adores them. No flinching, no trim mine, to Mitchell there, nut stern, hon est manhood. How good it would be for tbe nation, bow assuring to the safuty of its institutions, how sweet to its people, if there were today more of the old pa triot statesmen who would "rather be right than president." His cure was permanent an ho has ha.l no return of the dreaded affliction. PACK TRAIN TO DAWSON. United States Army Officers Leave on the Oregon for Dyra. Among Ihe passengers of the Oregon when she started on the trip to tbe north Sunday evening was Captain Brainard and the other officers who gi to take charge of the relief expedition which is to carry supplies into the gold country. Captaiu Brainaid will wait at Dyea for tbe arrival of tbe reindeer and Ihe enow and Ice train. Two cotcpaoiesof United States soldiers are already at Dyea to go with the relief train. The supplies for the soldiers will be carried into the iuterior by 130 mules and 170 packers. The packers and the mules will be shipped from Seattle. The 150 tons of relief supplies were shipped on the Oregon and will be held at Dyea for the arrival of the rest of the outfit. An escort of Canadian soldiers will go with the expedition. One company of the American troops w ill remain at Dj ea. General Merriarn will not go with the expedition, as expected. Il is under stood that he is to lead a surveying expe dition into the Copper river country. A New Plow. A recently patented plow has been re ceived by the Pierce Farming Company at the company's Umatilla reservation farm. The machine is what is known as a disc plow, and tears into the roil with a sharp revolving disc It will fienetrate to any desired depth up to 12 aches, and is said to draw easier and do much better and quicker work than the ordinary plow. It is a recent California invention. The plows are manufactured In different tzm. the Pierce plow being of the largest class manufactured, re quiring eight horses. It coet f 175. Failed to Connect. The organisation of the Umatilla Agri cultural association which was to have been perfected last week failed to con nect on account of there not being pres ent at the meeting of the subscribers sufficient representation of tbe capital stock to legally organise. The articles of incorporation have been signed and duly filed, however, and active steps will be taken to complete tbe organisation in the near future. Tbe incorporators are W, J.
