Tho consrcss also favored the enactment of legislation that will, as far as possible, give the con trol of the various irrigation pro jects into the hands of the ?et tlers, the men, who have event ually to pay all bills. It also con templates the organization of ir rigation districts and the finiinc ing of the obligations of develop ment, after the manner of mu nicipal improvement districts. Other resolutions favored the perfection of the present system of water titles, enactmentof leg islation to protect the settler against fraud and urging the in vestigation, by the legislature, of the Kansas law which permits an official scrutiny of the assets and resources of people who file articles of incorporation. The work of the Oregon De velopment League in concentrat ing its efforts to place people on the land, as opposed to city de velopment, was commended. The irrigation of the large ter ritory tributary to the John Day river was also favored. The officers elected were: Pres ident, William Hanley, of Burns; C. C. Chapman, of the Oregon Development League, Wm. J. Mariner, of Blalock and M. J. Lee, of Canby, vice presidents; T. J. Uinkle, of Hermiston, sec retary-treasurer. The next meeting of the Cen tral Oregon Development League will be held at Lakeview August 20-22. This date was fixed by a conference of representatives of the Lakeview Commercial Club, the Oregon Deve'opment League and the Central Oregon Develop ment League. Plans are being formed to take four hundred bus iness men from Portland and other parts of the state to Bend by rail and thence to Lakeview by automobile, returning via Medford. Potter, of the animal husbandry department of the Oregon Agricultural College, in his capacity as secretary of the State Stallion Registration Board, has issued to all owners of stallions or jacks in the state a letter in which he offers to keep on file in the office of the board a list of all such animals as are for sale, provided that they are properly registered. The purpose of the board in es tablishing this list of 'registered animals for sale is to encourage still further the raising of well bred horses. From time to time in the past there have been in quiries as to a place of purchase by men interested in breeding good animals.
