Battle lines were drawn today in a decisive Btrugglo over tho nation's infant in come tax law. Attorneys argued in the supreme court live cases, involv ing constitutionality of this statute. Eighty-two million dollars of the country's revenue depend upon the decision of these cases, and even more would be lnvolvod it congress decided to Increase the tax. The appellants charged that this constitutes' ' discrimination by classifying taxpayers on the basis ot wealth.. The resigna tion of Theophlto Delnasso on minis ter of foreign affairs of France wa almost certainly due to the refusal of the British and French govern ments to follow his advice shout the bost way of dealing with the Balkans. England's foreign secretary, Sir Edward Grey, was given control of negotiations with the Balkans. Grey's failure in the; negotiations was ap parently Delcasse's reason for no longer supporting the ' Brltlslier's methods. " Delcasse always wu a strong advo cate of prepared diplomacy. In the present instance preparedness meant the dispatch of a large army for quick action, through Greece, to check the Teutons at the Serbian border and to overcome the Bulgarians., This army ought to hare been sent early in the course of the diplomatic battle at Sofia,' when the allies and Germany were dickering for Bulgaria's aid. After Bulgarian mobilization ' began England held back, and France bad to urge her before even the present in adequate expedition was sent to Salonika ' 1 J V ! When two men possessing such strong personalities as Delcasse and Grey do not agree, one of them roust eventually retire.' -. It Is probable that Grey counted too much on past British prestige In the Balkans to awing Bulgaria to the allies. ' ' Delcasse, on the other hand, no ticed the decline of British Influence there, and urged preparation against an unfavorable decision on Bulgaria's part. Grey prevailed, however, and failed in bis mission. Delcasse's resignation Is In effect a demand for an international com mission which will permit no one capital in the future to control the diplomatic negotiations of tbe allies.
