DALLAS, OREGON, FEB. 15, 1910. - The way to build up Dallas is to pat ronize Dallas people. A year or so ago, a progressive city council paved a few blocks In the business portion of Ashland with hard surface material. Kicks were made against the improvement by a few taxpayers who sought to avoid ex pense, Just as kicks have been made in every other town in the United States when street paving has first been pro posed. The Ashland officials did not permit themselves to be Influenced by this opposition, however, but went ahead and made the Improvement. Now, note the result: Last Monday night the business men and property owners of that city held an enthusias tic meeting and unanimously passed resolutions favoring the paving of nine of the principal streets during the coming summer, closing their recom mendation with these words: "We be lieve that the money thus spent is as good an investment as can be made." Ashland's experience Is the experience of every city In the world that has adopted hard surface pavement. After a beginning has once been made, the improvement is never permitted to cease. The experience of all these cities ought to serve as a pretty safe guide for the town which is contemplating a beginning in permanent street improvement. CANNON NOT POPULAR : REPUBLICAN EDITORS GIVE BIG VOTE AGAINST SPEAKER. Chicago Tribune's Poll Shows All Western Slates Opposed to Ald-rk'h-Caiinon Policies. A total of 22, 153, 500 for the Colum bia River and a measly $30,000 for the Willamette. Nothing for the Oregon City locks; nothing for Yaqulna Bay, and a little $5000 hand-out for Tilla mook. Such Is the recommendation of the Rivers and Harbors Committee, a recommendation which has been ver ified by a telegram sent .direct to the Observer by Congressman Hawlcy, who evidently thinks he has done great work. We are all glad to see the Columbia so handsomely taken care of, for It Is an Oregon river, even If does happen to be over In Congress man Ellis' district. Mr. Hawley, how ever, appears to be greatly pleased over what he has done for the great Willamette Valley, Judging from the number of telegrams he has been firing into the Observer office In the last few days. And this newspaper Is not In the least disappointed, for It has predicted all along that Huwley's dis trict would get little recognition, and we are getting Just what we expected. No more, no less. The summing up of the Hermann trial printed elsewhere in this paper was written for the Observer by a practicing attorney of this state who was present as a spectator during the closing days of the trial. It Is present ed In a brief and comprehensive form and contains only the salient polntB of the case. It Is well written and we bo llcve It will prove of Interest to every reader of the Observer. A poll recently made by the Chicago Tribune is interesting as showing the sentiment of the West toward Speaker Cannon and the Cannon policies. The poll was conducted In twenty-three middle and western states and was confined to the editors of Republican and independent newspapers. Speaker Cannon's home state of Illinois disap proved of his re-election by an over whelming majority, 2 32 editors oppos ing him, while only 58 favored his re turn to the speakership. Taking the twenty-three states na a whole, the vote was nearly 6 to 1 against the speaker, the totals being: For re-elec tion, 657; against his re-election, 3194. Vote of Coast States. The following is the result of the poll in the Coast states: Oregon For Cannon, 15; against Cannon, 67. Washington For Cannon, 21; against Cannon, 94. California For Cannon, 25; against Cannon, 137. Aldrioli-Caniion Tariff Bill. The sentiment of these same editors toward the Aldrich-Cannon tariff bill was also asked by the Tribune, the question being: "Do you Indorse the Aldrich-Cannon tariff law or the Aldrich-Cannon organization of the sen ate and house?" The answers showed this surprising result: Yes, 839; no, 3463. The coast editors answered as follows: Oregon Yes, 5; no, 63. Washington Yes, 23; no, 92. California Yes, 32; no, 155. Roosevelt Still Idol. That Teddy Roosevelt still has the warmest place In the hearts of the editors of these twenty-three states is demonstrated by the answers to the question: "If you could vote for pres ident today, for whom would you cast your ballot?" Thirteen hundred and sixty editors answered "Roosevelt." Taft . received 1093 votes; LaFollcttc, 197; Hughes, 122; Cummins, 65, and Plnchot, 30. The vote of the coast states was: Oregon Roosevelt, 32; Taft, 14; LaFoliette, 3; Hughes, 5; Plnchot, 1. Washington Roosevelt, 51; Taft, 31; LaFoliette, 1; Hughes, 3; Cum mins, 1; Plnchot, 1. California Roosevelt, 81; Taft, 45; LaFoliette, 4; Hughes, 4; Plnchot, 2. Tall Fur Behind. Roosevelt leads in 15 out of 23 stutes: Michigan, Indiana, Illinois. Iowa, Kunaas, Nebraska, Oklahoma. Minnesota, North Dakota, California, Kentucky and Nevada. These states have a population of 5,501,665 and will poll 294 votes In the Republican na tional convention. "Tuft leads In Ohio, Missouri, Ida ho, Colorado, Wyoming, Tennessee and Arizona. These states together have a popular vote of 2,493,757 and a total of 116 votes in the Republican national convention, or less than hulf of that RITSTNFSS IjOCALS. . ABUSE OF CONVENTION There are some Republicans, nnd possibly some democruts, who object to the assembly becuuse the conven tion system has been abused in times past. This is not a good objection. We admit that there have been times when conventions were packed, prox ies bought, slates made, and every thing went according to a prearranged program. Hence the cry against so railed "Rosses." Hut the people, them selves, are to blame for Biieh abuses, says the Roseburg Leader. The direct primary nominating law Is not safeguarded, and It has been more shamefully abused than the con vention system ever was. For example: It Is Impossible for a man of ordinary means to be a candidate for any state ofllco under that law. unaided by as semblies, with the slightest chance of success. At the last state election there was no statu offlciul who spent less than $7000 In the primary and general election. We have heard It said that Jonathan Rourno spent from $50,000 $75,000 to he elected I'nlted senator from Oregon on the Republi can ticket The mar. with plenty of money can keep the mails flooded with "lit. ra ture" and "personal letters," addressed to every voter In the state, while Un man In moderate circumstances must content himself with going a slower pace, nnd lose out in the election. And It does not matter that the mun of moderate means may be much ubler and more honest, and better In every way to represent the people. The meeting was culled for the purpose of devising ways and means to secure better and more permanent rouds in this district. The attendance was good and keen Interest was mani fested. The sentiment of the gathering was practically unanimous In favor of better and more substantial roads. The meeting resulted In the forma tion of a (lood Roads Club and a de termination on the part of the mem bers to use every menus at their com mand to secure something more sub stantial from our Court than promises, for the construction of more and bet ter rouds In District 14.
