JAP JUBILEE CARNIVAL The Mikado Orders a Peace Pageant at Lewis and Clark Exposi tion August 31. A remarkable pageant will be seen at Portland, on the waters of the lake inside the Lewis and Clark Exposition grounds, on the night of August 31 The Emperor of Japan has instructed hU commissioners to prepare a grand peace jubilee carnival, in antici pation of a speedy declaration of peace between Lis country and Russia. The birthdav of the Crown Prince of Japan, August 31, has been selected as the dav for the celebration. Consul Aiba, the Mikado's diplomatic repre sentative at Portland, is co-operating with Japanese Commissioners Itoand Kushibiki, and the affair promises to be the most highly Interesting of any that has been held at the exposition Its international significance adds to its importance. The celebration will take the form of a huge and brilliant water carnival beginning at 9 o'clock at night. Eight immense floats are being built, to sail through the water in splendid pro cession, each float typifying some Japanese idea of historical or senti mental interest. For instance, there will be a battleship float, sixty feet long, with Japs aboard representing Admiral Togo and Marshal Oyama. Another float will be an enormous dragon, and still another will be in the form of a huge chrysanthemum, with a dainty Japanese maiden re posing in the center. At least a hundred other boats will be on the water, lining up in the grand parade. Half a dozen electric launches, to each of which is to be attached a line of ten or more row boats, will take part in a serpentine procession, performiner wonderful evo lutions, and as each boat will be brilliant with Japanese and Chinese lanterns one needs no further de scription in order to appreciate the fact that this promises to be a strik ingly interesting feature of the carni val. There will be Japanese music, Japanese songs, Japanese juggling, fencing and aciobatic exercises. Preparations are in progress for the Custer massacre spectacle at the Lewis and Clark Exposition, which wa3 postponed from August 10 to August 29.
