If rates yield more or less that such amount they are not just. If they yield more they are exces sive and unreasonable. If they yield less they are unreasonable and are against public interest because they result in a deteriorated service and capital is no longer attracted hut directed to other industries that are more profitable and possibly the products of many such industries are of less importance to the public. « The present rates we believe to he just and reasonable.
