He says HS2.5.3.0S3 Is Alrertly chargeable to the war with Spain. The ordinary expenditures of the Fifty-fifth congress were II .04480.173. or 139,744,658 more than those of fhe Fifty fourth. The defeat of the Nlcaraguan canal construction measure, he believes to have been a mwt fortunate thing. Legislation by this congress, he says, protected American labor and yielded ad ditional revenues.
