But this and ether features r the train situation In Enrooe points to an active demand upon the abundant crops in this country, and w wfll have an opportunity to prevent rice from being exorbitant. There are many benefits already appar ent from American rule In Cuba. Porto Rico and Manila, comprising banks, post efflces and schools. One of the latest out- growth of the new order of things Is ail application from members of the Order f Odd Fellows In Msnlia for the estab lishment o. a lodge there. Thus this benevolent and historic organisation pro poses to exert Its benign Influence In the distant Philippines, teaching Its lessons f self sacrifice for the benefit of others. No ms.n In Oregon Is better qualified from every point of view to represent the state in the Vnited States senate than Joseph Simon. He Is an honorable man, a able man. a truinrul man, a sincere man. lie Is not a sectional man. but will look after and serve with even-banded Justice tho Interests of every community t the state. He la not a narrow minded an, and he will take as much pleasure in doing a real favor for a democratic or popnlist fellow c:ttxen as for one who b FriublUan. Ho Is not a vindictive man, no? the enemies who have so long pur sued him and so sbamefuly traduced and vrjIfTed bis character will never find him bulng the trust or &: Important public position to revenge himself upon them. That he will be true to his friends goes wfthout wyfng. for If he has a reputa tion for one good quality above another it Is that of unflinchingly and under all circumstances standing loyally lj :h,fe who have stood by him. but he will never allow the claims of mere friendship to Interfere w ith the performance of public ' duty. The Uue of his election Is a happy Wrr.lnat'.on of a political struggle that has disgraced the state, and It Is a more complete vindication of the princiides and strength of the element of wh:ch he la the honored leader than the election of any other candidate on that side could have been. The proposed government Improvement of tho Columbia river at Celllo U all right, and no community In the state has greater Interest In Its completion than As toria. This city has been, and will always be. from the very nature of Its location. In favor of the largest dops blf com- .. , I -.u u.D uvwr nvers. nut nave thei the Mexican and civil wars, and now ft farmers of the interior, whom the Ore-fyears marrle1 a woman of 2 years gonlan is Just now trj-ing to tickle with the false pretense that it favors op.n rivers, ever stopped to think that almost m uieiuue mum eiapse oeiore the Improve ments Intended even at Celllo can be availed of as a means of getting their products to tho sea? No appropriation has yet been made by congress for the work at Celllo. and It Is very uncertain when one vlll be. Even after the work Is commenced, how many farmers now living In the Inland) Empire will receive any benefit from the completion of the Improvement? Sixteen years were re. quired for bulldlntr the Cascade locks, and. In th light of that experience, even more time UI be expended In construct ing the portage railway to Celllo. In the meantime thousands of people now de pendent on the wheat production of the Inland Empire will be dead or ruined, and a far as they are concerned the govern ment might Just as well save Its money. The Astoria proposition, on the contrary, means the Immediate betterment of the eondltlon of every man, woman and child In the Interior. By forcing the 0. K. 4 N, Company to do business on a fair basis f profit, or by transferring their wheat to In seaboard by other lines, en ouch mon-y ! can be saved the farmers of the Inland to make them Independent of the delays and vicissitudes which Inevitably await the building of the government's portage sround the rapids st Olllo. Their grand children Will unquestionably Inherit the fruition of thst enterprise but the present generation will never get any benefit Irom It. Farmers are proverbially thl k-had-ed, but they must b lltle better than Itllols If they can be fooled by ,.ie O. R. B.N. Company end its organ, the Ore gonlan. Into a state of Indifference to the success of the Astoria proposition by the guff Jut now hesrd In ceriain quar ters upon the advantage of an open river The farmers of the Inland Empire can make the 0. R. A N. Company deliver their wheat to Astoria: let them git In and do It. Thst company is now making three dollars to the Northern Pacific" two on ewry bushel of wheat It trans ports, and this an unreasonable and unrighteous profit on Its cost of operation and money Invested. The Northern Pa cific railroad reaches a good deal of ter ritory now covereu by the O. R. A N.. and It Is not unreasonable to assume that lltle -gtra Inducement m ght prevail upon the Northern Pacific to ship wheat to Aa toria as well as to 8ettle, The etperl ment Is well worth a trial, for with hi wheat at the mouth of the ColumNa the farmer would obtain a price for It which would more than repay the add tlonal cost of Ita transportation to Astoria. The president has decided. It Is said. to postpone the occupation of Cuba until cooler weather sets In and alt danger of yellow fever at Havana la past This I the view of General Miles, but he has been opposed by the war department. which has sought to have the soldier sent to Cuba at once. The preslJent. how ever, la extremely anxious to protect the welfare and health of "our boys." as ho calls them, and has determined that they shall not be exposed to the dread disease. For this reason he will not hurry the work of the Cuban commission, and reilly hopes that Its work will bo prolonged so as to carry the time of occupation of Ha vana well Into the cold season. He wishes, however, to arrang some plaa by which the Spanish officers In charge of the customs can be relieved and trade relations with Cuba be resumed. At pres ent these officials are taking everything In sight, and thev are llnlnsr their pock e:s a best they can. The man is consid ered the most reckless of men who risks his life by patting his head into the mouth of a savage Hot. The men who perform this foolhardy act STe few and far between. There are tens of thousands of men who daily do a much more rash and dangerous deed. They are the men who overwork and neglect their health. No man can do this with impunity. The inevitable result is serious illness and premature death. One of the mot common result of care lessness in regard to health is consumption. There is one. and only one, unfailing rem edy for thi dread disease. It is I. tierce's Golden Medical Discovery. It has a record of thirTv v.-ir tnrintr whirh fin it hi. cored oi per cent of all cases of bronchial. taroat ana long aaections. It acts directly on the digestive and nutritive organism.
