".F3 ' m U gmftj gustwtett. ASTORIA. OREGON: TUESDAY DECEMBER 3 1889. It is a noticeable fact that in all the dreadful disasters to shipping on the coast, the entrance to the Columbia river enjoys favorable and distinctive immunity. Astoria property is changing hands at the Tate of $30,000 a day. People who buy now will not be tell ing in a year from now what they could have done. A Kansas jury ijfoently returned a verdict against rue" charge of the court in a land case, and the judge said: Mr. clerk, the verdict is set aside by the court It tate3 thirteen men to steal a man's farm in this court." The dreadful holocaust at Minne apolis, where editors and printers were roasted to death in a trap, is an unanswerable argnment for the neces sity of adequate fire escapes from such lofty edifices as the Tribune building. Astoria needs some important charter amendments; among others giving the council increased police power; giving the mayor a vote; and arranging that all street improvement after the street is opened shall be done by general city tax. As a matter of business, the O. R. & N. Co., need to put a tug on the bar with some power, and the sooner the quicker. Improving the bar with government money and making a good channel isn't enough. Ordinary precaution and common sense are also needed. At present one can get any kind of a climate he wants in this state. In eastern Oregon "the thermometer is down to zero; on the summits of the Cascades Winter sits enthroned, and deep snow lies glistening in the win try ray; in the Willamette valley and southern Oregou rain is gently falling; here m Astoria, and along the coast the air is warm and moist and the gras3 is as green as in eastern states in the latter part of May. The Fifty-first congress assembled at noon yesterday. Owing to the en lire day being occupied in the organi zation of the new house of representa tives, the president's message will not be sent to congress until to-day. The annual report of the secretary of the treasury will be transmitted to-morrow. Congress will have brought to its attention a number of matters upon which the public have become well informed by reason of previous discussion. Among them are the Blair educational bill, bills to forfeit land grants, general and special, bills to declare trusts unlawful, dependent pension bill, bills to repeal civil serv ice and oleomargarine tax laws, and various measures relating to the tariff, and our general financial system. Says a "Washington dispatch: The Oregon and "Washington members have been trying to fix up committee matters between them satisfactorily, and both are agreed not to get in the other's way. Hermann wants to go on the river and harbor committee, and "Wilson is anxious that he should have tho place. Hermann does not think that he will secure such a prom inent place, and will make aneiTort to get on the commerce committee. If he should get the other place, "Wilson will try to secure the commerce place, and in case of failure will try to get on the public buildings committee, nermann will be on one or the other of the first named committees, but it is not at :dl certain that "Wilson can get either-of the places to wliich he aspires. The entire new state delega tion would prefer to have "Wilson on rivers and harbors rather than Her mann, but that is out of the question. Secretary of war, Tracy, in dis cussing tho recommendation of the commission " to select a site for the proposed new Pacific coast navy yard, says: "The department, in presenting the report, is not satisfied as to the finality of its conclusions. Upon the military problem involved some dif ference of opinion exists among ex perts, and it is doubtful whether the strategic side of tho question has not been considered too much at the ex pense of the industrial. On the other hand, the department is not sufficiently advised as to the proposed canal to make any recommendations in refer ence to it. If, as wonld seem to be case, it will be largelj' used for com mercial purposes, and thus be of great benefit to the city of Seattle, tho cost of its construction should not be borne wholly by the general govern ment In any case, the department cannot recommend that the canal should be built solely for the benefit of a possible navy yard on the lake." 22pocli. - The transition from long, lingering and painful sickness to robust health marks an epoch in the life of the indi vidual, buch a remarkable event is treasured in the memory and the agency whereby the good health has been at tained is gratefully blessed. Hence it is that so much is heard in praise of Elec tric Bitters. So many feel they owe their restoration to health to the use of the Great Alterative and Tonic. If von are troubled with any disease of the Kidnevs. Liver or Stomach, of long or short standing you will surely find re lief by use of Electric Hitters. As the gal lery doors of the house swung outward this morning there was a wild rush for seats and in a few moments there was standing room only. On the floor members mingled together chatting and laughing. At noon clerk Clark called the house to order. Roll call showed the presence of 327 members; tne three absentees being 0Neal of Indiana, Randall of Pennsylvania, Whithorne of Tennessee, Reed was placed in nomination for speaker by Henderson of Illinois. The mention of Eeed's name was the signal for applause on the Republican side which was returned with interest by the Democrats when Car lisle's name was placed in nomination. The vote resulted in Eeed 166, Car lisle 151, Cummings of New York for clerk. Eeed having been declared elected speaker was escorted to the chair by McKinley and Carlisle, amid applause and the oath of office admin istered by Kellyo of Pennsylvania. Eandall of Pennsylvania was paired with Wilbur of New York. Speaker Eeed on taking his seat made a few remarks. IN THE SENATE. Little or no excitement attended the opening of the fifty-first congress on the senate side. Public curiosity seemed to be transferred to the house. The interest on the floor was de voted largely to senators from new states. They had seats assigned them on the Eepublican side. Directly be hind them sat the Washington sena tors, Allen and Squires, while Petti grew and Moody of South Dakota sat in the fourth row. near the center of the room. Senator Pierce of North Dakota has the end seat in the fourth row, but he was not present to-day. On the Democratic side are two seats so far unassigncd. They will be oc cupied by the senators from Montana when they have been chosen. After swearing in the new senators the senate adjourned. a rniiiADEijpniA holocaust. Philadelphia, Dec. 2. McGinn, from Multnomah county opened the argument in the case of Sandy Olds, convicted of the murder of Emil Weber, before the judges of the supreme court. Catarrh Is a constitutional and not a local disease and therefore it cannot be cured by local ap plications. It requires a constitutional rem edy like Hooa's Sarsaparilla, which, working through tho blood, eradicates tho impuritj which causes and promotes the disease, and Catarrh effects a permanent cure. Thousands oJ people testify to the success of Hood's Sarsa parilla as a remedy for catarrh when othei preparations had failed. Hood's SarsaparilU tlso builds up the whole system, anil makes y ou feel renewed in health and strength. Catarrh "I used Hood's Sarsaparilla for catarrh and received great relief arid benefit from it The catarrh was very disagreeable, especiallj In the winter, causing constant discharge f ron my nose, ringing noises In my ears, and palm In the back of my head. The effect to deal Catarrh my head in the morning by hacking and spit ting was painful. HcJ . a.ra.arilla gave me relief Immediately, .V ij time I wa entirely cured.
