Recently, a so called "newspaper," of this city, supported by the mista ken charity o a canneryman who would drop it if. he could get hold of ths money he has been putting up for its precarious existence, made an outrageous charge regarding Capt J. T. Apperson, register of the land office at Oregon City, a charge that none but a knave would assert, and none but a fool would believe. It wasn't worth the space necessary to deny it, any more than to deny or take notice of any other of its daily aspersions. The paper claims to be Republican for revenue only and the article was written by a man who changes his politics every time he changes his shirt. The article was the cry of a bird of prey and was echoed by two or three of like ilk always nosing aronnd back doors. Capt. Apperson has seen lit to re spond, as follews: official adyebtisino. . United States Land Office, Obegon City, Or., Nov. 1. f To the Editor of the Oregenian: In justice to the position which we hold and to those who have honored us by the appointment, and therefore have tho right to know just the motives that actuate a pubHc officer, wo feel it due them and ourselves that wo should reply to the article published in the Astoria Transcrint of October 28, 1889, and sev eral othelr articles from the same self styled Republican paper, and would ask the papers of this district to give space to this, our reply to tho chnrges therein made. Some time previous to our assuming the duties of tho office to which we were appointed by tho president of the United States wo received a letter from a promi nent citizen of Astoria asking that when we assumed tho duties of tho land office tho Transcript, a Republican paper of Astoria, ba designated as the paper to publish tho land notices from this office. To this letter we replied in substance that we would give the matter due con sideration and in the same letter we asked "what would be tho charge of tho Transcript for the publication of the no tices." wo then supposed, and still feel that we had the right to ask and demand a reply. "We then thought, and still think, that it would be wrong and un just to the publio for us in our official position to designate any paper, though it were tho only Republican paper in the plaoe. as tho organ in whioh tho notices should bo published, and then leave them free to extort from the pub lic an unreasonable fee for tho publication of such notices. And in our asking tho question we did not only ask it of the friend of tho Transcript, but wo asked in substance the question to each of the papers that wo have desig nated. It was asked simply to prevent any one from taking advantage of the designation to extort an unjust fee from any one whom we compelled to patronize a certain paper. And wo now say not only to tho Transcript, but to all other papers and parties, that while we may hold the position that places in our con trol tho designation of a paper in which tho land notices from this office shall ba published, we shall feel it our duty to demand to know just what shall be charged the persons whom we by our designation compel to patronize a speci fic journal, and when that right is denied we feel that wo have tho right, and should exercise it in refusing to make tho designation, or at once revoke it suouia tno paper use sneu designation, to extort an unjust or exorbitant fee from anyone. The following list of papers is ap pended that have been put upon the list to whom the notices of this office would be sent for publication that tho fullest investigation may be had as to whether wo have asked, demanded or received any part of the specified fees for.the printing of any notice sent to any or either of them: Weekly Oregonian, Portland ; Attorian, . and Pioneer, Astoria ; Oregon MM, St. Helens ; Nchalem Journal. In conclusion, we will say that we deny every charge or intimation that is made in the self-reputed Republican paper, and stand at any time willing un der oath to say that every charge or in timation made by said paper is false and untrue. We shall bo ever willing at any and all times that our superiors shall make the most rigid investigations of our official actions. J. T. Appeeson, Register, Capt. Apperson's denial is a digni fiel one. Less could not be said; more need not be said. It brands theatithor of the article answered as a liar, a fact well known to everybody unfortunate enough to be contamin ated by hi3 daily presence. Specials to Tlie Astorian. Portland, Nov. 4. The Wetzell divorce case creates a great sensation. Mr. WetzelTs statement exonerates his wife from blame. He is very much grieved over the publicity, acknowl edges that he has been very indiscreet, has wronged 'his wife, etc. He says the breach must be healed and a rec onciliation made. Mrs. Wetzell is too ill to see friends. She has the sympathy of all East Portland where sentiment is strong against him. The school board will hold a meeting to consider the cose. BEQIi WATKIXDS DEAD. Wm. H. Watkinds, ex-chief of police, was found dead in a room at the Gil man House this morning at 11:45. Mr. Watkinds was about 54 years of age, 40 of which he spent in Oregon. For some years he was in the sad dlery business at Salem and during two terms of governor Grover's ad ministcation was superintendent of the penitentiary. He subsequently held the office of chief of police in this city. The remains will betaken to Salem for interment on Wednes day. A MYSTERIOUS DEATH. On Saturday the remains of a man was found in a cave near Bridal Veil he had been dead but a short time and when discovered was lying on his back. The finders made no iavesti gation but notified the coroner who left for the scene early this morning. COMMITTED SUICIDE. Nevada, Cal., Nov. 4. David Steel who was convicted Thursday, for mur der in the second degree for killing Peter Chapel, was to have been sen tenced this morning, but half an hour. berore the time to appear m court he cut the main artery in his left arm and bled to death. THE "CHARLESTON." WAsmNGTajf, Nov. 4.- The Charles ton is accepted. Ten thousand dol lars is held back for electric lights and $2,000 for drawings. Telegrams havo been sent to San Francisco to ascertain if all the extra parts are on board, and if so, Benham will be tele graphed to accept. ADMIRAL KIMISERLY'S SUCCESSOR. Washington, Nov. 4. Commodoro Geo. Brown, who will succeed admiral Kimberly in charge of the Pacific station, is from Indiana and has seen twenty years of sea service. He came off his last cruise in April, 1881, and was assigned to his present berth as commandant at the Norfolk navy in March, 1886. His term of duty, four years, would expire in March next. Commodore Brown is a Democrat and much complaint has come from the people of Virginia, especially during the present campaign, because of his refusal to replace Democrats with Bepublicans with greater ra pidity. He is a very efficient officer and the administration was loth to remove chim before the end of his term, but finally found an acceptable berth for him. STEALING TOSTAGE STAMPS. Washington, Nov. 4. Laurence Perry Dawson, son of ex-commissioner of education Dawson of Albania, has been arrested and charged with steal ing postage stamps from the safe of the bureau of education, where he was employed as private secretary to his father. The amounts stolen are said to aggregate several hundred dollars. Fast living is understood to be the cause. (The wires of the W. U. Telegraph Co. are down between Portland and Spokane Falls and we are unable to receive any more.) On Down to the Sea. The graders have arrived and pitched their tents, preparatory to commencing work at Newton, on the Astoria & South Coast railroad. The contract for fifteen miles of the road has been let and work will be pushed as rapidly as weather will permit. In regard to the depot, the Hillsboro Democratic authorized to say that one will be built on Main street. Hillsboro will be the practical termi nus of the road for several years at least, and will always have the advan tage of direct connection with both Portland and Astoria. Five miles of the road is to be completed by Christmas, and fifteen is included in the contract This information in spires Salemites with new hope and it will not belong before the capital city will begin to do something toward securing a line to connect at Hills boro for tidewater.
