The object of this communication is to call your attention to the mat ter with a view to a correction of the evil. Section 2393, II. S. K. S., provides that a copy of each township plat "shall be kept open at the Surveyor General's office for public informa tion, and other copies should be sent to the places of sale and to the Gen eral Land Office." The public records generally of the local land offices should bo equally open. The public or individuals interested in any tract of land or public record relating to the same are entitled to free access to the information sought, subjeot to the needs of the public service, which requires that such access shall not interfere unnec essarily with the dispatch of the public business. See Secretary Teller's decision in case of -Adolph Munter, 2 L. D., 197, 3 L. D., 175. You are hereby enjoined to a care ful observance of the foregoing, to the end that on persons applying to you for information regarding the public lands in .your district, their wants shall be considerately attended to, and every proper -facility afforded them for the examination and proper understanding of the plats and rec ords relating to the subject. The boundary lino between North Dakota and South Dakota runs near the 46th parallel o latitude al most as fnr north as Montreal. Its area is 75,000 square miles, and its population almost 250,Q00. Two thirds of the state is north of the Northern PaoiGc railroad. Wheat, the greatest staple of North Dakota, is king. The whole territory last year led all the states with a produc tion of 60,000,000 bushels. Half of that grew in the ted Jtuver valley, aloucr the eastern line of North Da kota. The faith in the productive ness of these wheat lands is shown by the fact that railroad building Drecedes settlement. The order of development seems to be, first the railroad, then the grain elevators, then the town sites, and finally the settlers. In traveling through this land the course of the railroad can be traced miles ahead over the bound less prairie by the towering elevators. New towns, only a few months old, and as yet marked in no geography, abound. These towns have wide streets and plank sidewalks. SOUTH DAKOTA. This new state has a population of 400,000 and an area of 80,000 square miles. It has 2,500 rnile3 of railroad, reaching everv county seat. The farm lands are valued at 75,000,000. The last year's crop of wheat was 40,000, 000 bushels; of corn 30,000,000, of po tatoes 4,000,000. Tho live stock is valued at 330,000,000. The taxable wealth is 250,000,000. The Black Hills contain gold, silver, copper, tin, iron, coal, lead, asbestos, plumbago, nickel, mica, platinum, marble and granite.
