San Fbakcisco, Oct. 10 What ia claimed to be n revolution in the sys tem of transmitting time from a cen tral point is soon to be inaugurated by the Western "Union Telegraph company. The idea is to transmit daily, or as many times a day as re quired, correct time to each individ ual clock under the jurisdiction of the system. The clocks are also self; winding that is from year's end to year's end no baud need touch them, the whole machinery being run by wires of the Western Union. The firsts week Or so wires will be con nected with the government signal service at Mare Island. In a few weeks, however, the clock at the Lick observatory will be synchronized with all the other clocks of the system. For ordinary business purposes this will be done at 11:55 o'clock each day, and for which purpose the Western Union will close their lines to the public for ten minutes. For special purposes, such as jew elers, railroads and others, clocks can be synchronized every fifteen or thirty minutes. Duringthe period of synchronizing the standard clock at the observatory will take posses sion of the wires and temporarily cou trol all the clocks connected with it, securing absolutely uniform time throughout the entire system. It is intended to use the system all over the state. To inaugurate the system, superintendent Jaynes says it will cost about $4,000. It is proposed to make a charge of 1 per month for the service. The omnibus, cable and railway company is having clocks placed throughout iis offices, and the Southern aoifio company is investigating the "matter with n view to using them over its entire system. The State Pair's Success- "We were well pleased with this year's state fair," said Hon. J. T. Apperson, of Oregon City, president of tho Oregon state board of agri culture, "It was one of the best fairs we have ever held. There has been a large increase in the attendance at the last two fairs. A year ago we cut down the admission fee one-half, still the receipts have been as large as ever, which proves that the atten dance has doubled. This year the receipts were over 18,600, the largest for ten yeare, and the disbursements about S16.000, which includes money spent for improvements, leaving us, inclusive of last year's balance, a to tal of about S7.000. It is quite likely that additional improvements will be ordered when the board meets in De cember. We need more stable room and the pavilion should be fixed up." Oregonian, 11. It is known to the general reader that a committee of the United States senate by order of that body, has been examining the western arid' plains, and valleys among- the moun tamsto devise some general plan forirrigation and to advice congress what should be done by the general government. This committee has been on a lengthy tour, and may be engaged yet investigating by personal examination. It is claimed by those who pretend to know, by a wise and systematic plan of irrigation by which the water can be economically used, that many millions of square miles of our plains can be brought - from sterility to be the most productive part of the United States." But con gress should, if it has the power, pass' laws to prevent individuals or large companies from monopolizing all of the water in any locality to the injury of a large portion of soil and settlers in those regions. Such claims are already depriving homesteaders of water which of right belongs to them. .Riparian right is almost as sacred as the right of self-defense, and yet it is violated in nearly all our western states and tcrritoriep. Congress should reaffirm the com mon law on this question and regu late by a carefully prepared code of laws the question of taking water from streams for irrigation. fo?oa State Register.
