Judge Deady Declares The Towage and Pilotage Law Constitutional. Portland, July 16. Great difficul ty has been experienced in obtaining a jury for the second trial of Sandy Olds. THE LIBEti DISMISSED. In the U. S. circuit court to-day judge Deady allowed the exceptions of the defendants in the libel suit brought up by pilot Tom F. Neill against the ship liorrowdale, and dis missed the libel. The court's opinion was a lengthy one and establishes the validity of the late pilotage and towage law as passed by the last Oregon state legislature. The constitutionality of the law was questioned, it being believed in some quarters that the act would be set aside. It was claimed that there was a flaw in the title of the bill as it passed and it was expected that on that ground the law would be annulled. A CLEAKIXa HOUSE. The following banks were repre sented at noon for the second days transactions at the Portland clearing heuse: Ainswortli National Bank, Bank of British Columbia, Commer cialNational Bank, Ladd & Tilton, Loudon & San Francisco Bank, Mer chant's National Bank, Northwestern Loan -& Trust Co., Oregon National Bank, and Portland Savings Bank. The total amount of clearances was S21Q.478.8i, while the balauces footed up $37,852.18. NEWS FROM SAMOA. "Wasuixqton', July 16. The navy department is advised that all the gun carriages of the Trenton and Vanda- Ha, wrecked at Samoa, have been re covered and packed at Apia, except one 9-inch gun belonging to tho Van- dalia. Nothing is left on the other ship of real value except the ma chinery. Kimberly reports, under date of June 1st, from Apia, that although the natives are hard pressed for food they have commenced planting, and as food fruits will soon be ripe the danger "d famine is passed. Under date-Jf"Jrine 22d, Kimberly reports that on the 10th Bernhardt Bicklin, an ordinary seaman of the Trenton, was accidentally shot aud killed by a Ger man saloon keeper named Verght, while carelessly handling a loaded re volver. Verght was tried by the Ger man consul and sentenced to three months imprisonment for involuntary manslaughter. Secretary Tracy has designated July 7th as the date when the Vandalia and 'Trenton will be stricken from the navy list and put out of commission. TREASURY RUMXQ3. Washixqton, July 16. The col lector of customs at Sitka, Alaska, re cently asked permission of the treas ury department that he be allowed to visit such places in the territory, nec essary to see that the requirements of the law for the protection of salmon fisheries in Alaska are carried out. In response to acting secretary Batchel lor, he states that he cannot give such authority, because there is no appro priation available for the purpose, al though he believes such inspection shonld be made in order that no dams, barracades or obstruction are placed in any of the rivers of Alaska with the purpose or the result of preventing the ascent of the salmon or other species to their spawning grounds. In conclusion acting secretary Bach ellor says: "While congress passed said act for the protection of the sal mon fisheries in Alaska, and to prevent the unauthorized killing of fur bear ing animals in Alaskan waters, yet it made no appropriation for the carry ing out of such objects, no appropri ation being even available, as you were heretofore informed, for the pur pose of publishing the president's proclamation in tne newspapers on the Pacific coast, as directed by the second section of the act" m'cook's scheme visionary. New York, July 16. Vice-President Bend, of the Chicago, Milwau kee & St. Paul railroad, saysMcCook's ideas ora great railroad trust are too vague to base an opinion upon. He thinks the aims and purposes sought by the project are practically covered by the interstate association. The freckles still abide. For the complexion use Ayer's Sar saparilla. It brings blooming health to wan cheeks. OVER 15,000 SOUNDINGS. I Hydrographic Survey Made by Oapt. itockwell. Captain Cleveland Bockwell has just returned from Astoria and adja cent points on the Columbia river, where he bas been engaged for the past three months in making hydro graphic surveys. Captain Bockwell was ont with a crew of six men, and the work done is an important one. The entire coast line has been resurveyed as far as Point Adams. The Astoria chan nel has been thoroughly gone over and closely examiued, aud in all about 15,000 soundings were made. Another important feature of the work was to determine the exact alti tude and latitude and longitude of Coxcomb hill and Scarborough hill. These hills will serve as pilots' land marks, aiding vessels to make shore at the port they are bound for by taking bearings from these land marks. The survey was called for by the Astoria chamber of commerce, and ordered by the United States Coast ueodedic survey. All tne measure ments and observations will be sent to the chief officer of the survej', and the notes will be compared with those obtained at the last survey, made in 186S. Captain Bockwell states that a great many changes have occurred in the coast line since the last survey, aud the measurements will differ mater ially from those made at that lime. In many places tlip land has boon washed away by the action of tho waves, while in otber places the shore has been dyked. The process of dy Ic ing enhances the value of the land, and tho probability is that consider able mo to of the shore will be im proved in this way. The shoals about Astoria and at the neck of Baker's bay also show that consider able change has taken place. Some of the sand bars have materially in creased in size, while others are grad ually vanishing. "The number of fish traps in Bak er's bay,'' said Captain Bockwell, "must of necessity hnve material ef fect on navigation in the near future, lu the bay there are between 200 aud 300 traps. The ontiro bay i3 dotted with them, while more are continually being added. There is now one on the shoal opposite Astoria. The fish traps in the channel have a tendenoy to obstruct navigation, and if they remain long enough, each will be im bedded in a formidable sand bar. While this will perhaps improve the navigation of the Columbia, it will be detrimental to Ilwaco and other points on the bay, by closing the channels, which oven now do not oiler any too easy an ontranco for vessels.
