Act of Congress as to Settlers on Public Lands- PriTate Entry Abolished Absence Per mitted to Gain Snpport Land Adjac ent to Railroad Grants Reduced In Price. The register of the land office has received a copy of the new act of congress, approved March 2, 18S9, affectinB settlers on public lands. It is as follews: He it enacted, etc.. Section 1. That from and after the passage of this act no public lands of the United States, except those in tho state of Missouri, shall be subject to private entry. Sec 2. That any person who has not heretofore perfected title to the tract of land of which he has made entry under the homestead law may make a home stead entry of not exceeding one quarter section of publio land subject to such entry, such previous filing or entry to the contrary notwithstanding; but this right shall not apply to persons wno peneci title to lands under the pre-emption or homestead laws already initiated; pro vided, that all pre-emption settlers upon the publio lands whose claims have been initiated prior to the passage of this not may change such entries to homestead entries and procoed to perfect their titles to their respeotive claims under the homestead law, notwithstanding thoy may havo heretofore had the benefit of such law, but such settlers who perfect title to Buch claims under tho homestead law shall not thereafter bo entitled to enter other lands under the pre-emption or homestead laws of the United States. Seo. 3. That whenever it shall be made to appear to the register and receiv er of any public land office, under such regulations as tho secretary of tho inter ior may prescribo, that any settler upon the publio domain under existing law is unable by reason of a total or partial destruction or failure of crops, sickness, or other unavoidable casualty, to secure a support for himself, herself, or thoso dependent upon him or her upon the lands settled upon, then such register and receiver may grant to such settler a leave of absence from the claim upon which he or she has filed for a period not exceeding one year at any one time, and such settler so granted leave of absence shall forfeit no rights by reason of such absence, nrovidea mat tbe time or sucn actual absenco shall not be deducted from the actual residenco required by law. Sec. 4. That tho price of all sections and Darts of sections of the publio lauds within the limits of the portions of the several grants of lands to am in the construction of railroads which have been heretofore aud which may hereafter be forfeited, which wero by tho act mating such grants or have since been increased to tne aoume minimum price, and, also, of all lands within the limits of any such railroad grant, but not embraced in such grant lying adja cent to and coterminous with the por tions of the lines of any such railroad whioh shall not be completed at date of this act, is hereby fixed at $1.25 per ncre. Sec. 5. That any homestead settlor who has heretofore entered less than ono quartor section of land may enter other and additional land lying contiguous to tho original entry, which shall not, with the land first entered and occupied, ex ceed in the aggregate ICO acres without proof of residenco upon and culti vation of the additional entry; nnd if final proof of settlement and cultivation has been made for tho original entry, when the additional entry is made, then the patent shall issue without further proef: Provided, that this section shall not apply to or for the benefit of any person who at tho dato of making application for entry hereunder does not own and occupy the lands cov ered by his original entry: And provided, that if the original entry should fail for anv reason, prior to patent or should ap pear to be illegal or fraudulent, the ad ditional entry shall not be permitted, or if having been initiated shall be can celed. Seo. G. That every person entitled, un der the provisions of the homestead laws, to enter a homestead, who has heretofore complied with or who shall hereafter comply with the conditions of said laws, and who shall have made his final proof thereunder for a quantity of land less than 1C0 acres and received the receiv er's final receipt therefor, shall be enti tled under said laws to enter as per sonal right, and not assignable, by legal subdivisions of the public lands of the United States subject to homestead en try, so much additional land as ridded to the qnantity previously so entered by him shall not exceed 1C0 acres; provided, that in no case shall patent issue for the land covered by such additional entry until the person making such additional entry shall have actually nnd in con formity with the homestead laws resided upon and cultivated the lands so addi tionally entered, and otherwise fully complied with such laws; provided also, that this section shall not bo construed as affecting any rights as to looation of soldier's certificates heretofore issued under section 2,306" of the revised stat utes. Sec. 7. That tho "act to provido addi tional regulations for homestead and pre-emption entries of publio lands," ap proved March 3, 1879, shall not be con strued to forbid tho taking of testimony for final proof within ten days following the day advertised as upon which such final proof shall be made, in cases where accident or unavoidable delays have pro vented the applicant or witnesses from making such proof on tho date specified. Sec. 8. That nothing in this act shall be construed as suspending, repealing or in any way rendering inoperative the provisions of the act entitled "An act to provide for tho disposal of abandoned and useless military reservations," ap proved July C, 188i. Figures Which Apply ANo to Clatsop County. Lands in this county can be cleared at figures which make them good values, when once prepared for the plow. A well known farmer near Chehalis, whose land was thickly covered with ash, alder, maple, Cot tonwood and underbrush, says his clearing cost about $50 per acre, and that the profits made from the first and second years' crops paid the bills. Clearing fir orother heavy timber costs more, and in some cases would cost $75 or even S10Q per acre if the work was all hired. JThe timber on such lands will often sell for more than the larger amount, so that in the end it is not a costly clearing. What is known as brush land and river bottom and swale lands are cleared for from S10 to S50 per aore. Of course prairie farms or land ready cleared can always be purchased, and now at reasonable figures. Larger farms are not needed hero as in many colder and less productive countries. The farmer is not obliged to labor six months in the year to raise feed for hia stock the other sis. Then the yield is so large aud the prices so good that tho products of a few acres make a larger income than a hundred in many of the prairie states. The farmer who has twenty acres cleared can make a good living for his fam ily; he who ha3 fifty acres has a source of revenue from which the store for the "rainy day'' can be laid by (if it ever comes); while the hun dred aero farmer has indeed n mine of wealth. A favorite way is to clear up an acre 'or two for garden, then slash and burn as rapidly as con venient, seed down grass behind the fire, and then tho rancher has a pasture which will keep more head of stock to tho acre than ho ever dreamed of in other lands. In time the fallen stump3 will decay and can bo easily knocked down and larger ones can be removed at leisure. Thus many a farm ha3 been opened up at small expense, and even profit, besides affording a good living to the family in the.interim. Bee. Do not lie awake nights and cough !
