Relative to the proclamation of the president, prohibiting thejplac ing of nets, weirs or traps in any river or stream ot AiasKa, me following Opinion of one of the United btates deputy nsncommis ioners, now in this city, may be interesting: "The law in itself is a good one," said he, "but although the proclamation has been issued, it will not be observed by any of those interested in can neries. Congress ordered that the rules should be advertised in the leading Pacific coast newspapers immediately after the bill was passed, but up to this date there has been no such notice, beyond an order written on a half sheet of letter paper, signed by J. S. Hager, collector of the port, and posted on the custom house door. The fishermen and canners have, with but two exceptions, left for Alaska, and can well plead they had no cognizance of the law. They can put up traps with im punity, as no one will interfere with them. "At Washington it is not known upon which department the duty falls of enforcing the act, although the United btates hsh commis sioner and Professor Brown Goode, of the Smithsonian insti tute, have been energetic in their persuasions to have inspectors of fisheries appointed by the presi dent to carry out the provisions of the act. The lact that -every river and stream in Alaska teems with salmon, has been published throughout the country. This statement is somewhat erroneous. There are certainly salmon in nearly every body of water, from Sitka to the Yukon river, but in most streams the varieties of fish known as the humpback and dog salmon are the sole frequenters. These are not canned or salted. The rivers and lakes where red, silver and king fish spawn are few, and it is at these points that the canners operate. Oregon, Wash ington and California have state fish inspectors for enforcing laws rela tive to weirs and traps, and it is an absolute necessity for the pres ervation and propagation of the salmon tribe in Alaskan streams, where canneries exist, that inspec tors should be stationed there.''
