The finances of France are in a bad way. Tho public debt, whicli now amounts to 6,300,000,000, i3 annually increasing at the rate of 3100,000,000. The uncertainty of a continuance of peace necessitates vast military ex penditures, and conshtuhences arel clamoring for internal improvements. In this emergency the minister of fi nance proposes to Jay an income lax upon 6uch portions of the income of foreigners as are collected and spent in France. "Thi3 town is relatively going down hill," is what tho East -Oregonian tells the citizens of Pendleton, and that homo paper goes on to candidly state why, and how tho Pendleton people can make it better or worse. The East Oregonian does that community a service in stating the truth, how ever unwelcome, and its plain recital should stimulate the people of its' town to efforts in accordance with its advice. Pendleton deserves to grow and a proper effort of the community would nut it in a prosperous condi tion. Astobia needs advertising-about as badly as it needs anything. We are so shut in, isolated and cornered that comparatively Tew "get here or hear about the place. Seattle, Tacoma,' Pertland: one hears about them every where; very little about Astoria. The news that a railroad is to be built cre ates some inferest'ln the place, but the community is not near so widely known as it should be. There is a tremendous immigration coming to this coast next.spring. There is room for some oT thebest of it in Clatsop county. Presidential Vote of 1888. The final figuring ot the popular -vote, according to Republican author ity, gives this result: Cleyeland 5,530,505 Harrison 5,437,150 Fisk 219,053 Streeter 141,495 Scattering C,670 Total 11,370,773 Mr. Harrison's minority on the .to tal vote is therefore juBt 486,573, while Mr. Cleveland's minority on tho pop ular vote is 297,863. One ot the most foolish manias o the present time is the excessive de sire to possess large daily papers. This vitiated public taste is compell ing newspaper managers to enlarge their sheets and spread out their matter. Very few seem to under, stand the difference between a large sheet covered with words and a small sheet covered with condensed news. Onr daily papers aro already much too largo and there must soon come a re action. Examine tho editorial col umns of the average daily; this space must be filled and tho result is, the matter is not worth reading. Tho stylo is diffase, thin. A parallel is found in tho milk pitchers of our ho tel tables, or the watered stocks of a railroad.
