If no extra session of congress is called the next session of rep resentatives will not meet until the first Monday in December, 1889. Both parties are now keenly glancing at the returns from a number cf so-called doubt ful districts in 'the south, as upon them will depend the complexion of the house, whether it is to be Democratic or Republican. In times past, political excitement ran so nigh and the house was so evenly divided that over one or two disputed seats there was a terrible wrangle and great diffi culty was experienced in effecting an organization, notably in lS;i7, when it was mainlj' done through the firmness of John Quincy Adatns. There is probably nothing that would stir up public anger more fiercely than a proceeding of that sort. The clerk of the pres ent house is a Democrat, but the frnud could not originate with him, although he might stand in the attitude of an accessory before the fact. The real criminals wonld be the governors of the states who issued such fraudulent certificates, and the clerk might very properly hold that he could not go behind the returns.
