The French value the-secret of their new magazine rifle the Lebel so much that the troops have been ordered not to use it when mounting guard or taking part in maneuvers. For these purposes their old breech-loaders of the 1874 type are to be em ployed. Ibis plan may or may not prove effectual in preventing the Germans from learning the mystery of the Lebel powder, which explodes noiselessly and without prodncing any smoke, .but it must have a perilous tendency to bring about a repetition of the state of things which hindered the rrenca from reallizing the full superiority of the Chassepot dur ing their last war with Germany. At the commencement of that war thousands of the French troops did not even know how to fire their new rifles, .and had to ask for in structions on that subject. In the present case the danger is accent uated by the issue of a new regu lation forbidding men to take into account either the smoke or the noise in a battle. This is, of course, on account of the new smokeless rifle. The position of a party on the defensive, hitherto betrayed by a cloud of smoke,-will henceforth remain undisclosed to the assailants, and the practice of forcing the enemy to deploy by a fire from a great, distance will have to be abandoned. The more the attacking party marches in serried ranks, and the quicker it advances upon the enemy, the more fearful will be the losses inflicted upon it by the invisible foe. These are very momentous changes, amount ing in fact to a revolution in the modern art of war. But the plan of making the French soldiers car ry their old rifles while thoy go through movements appropriate only to the new arm can only lead to confusion. JLondon Court Journal. We go back to our ances tors; but that does not take away the difficulty, it only removes ft farther off. How an Apparent; Disaster Besulted in a Spread pf Knowledge It will be remembered that a Mr. Leary started an immense raft of logs from Nova Scotia for New York last December, and that it went to pieces "on 'the way. The good that has come out of the dis aster is thus told by the Galveston News: The raft was: composed of thou sands of logs, and of course when it broke up each log became what may be termed) a special observing station for the hydrographic office. Since December each log that has been observed has had its position noted by passing vessels, and now, after the lapse of several months, the office at Washington has com piled three observations and issued a carefully prepared pilot chart. This chart, which represents' the courses which the. logs took after the raft was broken up and the points in micL'ocean in which they were found, snows at a glance the general direction of the currents and gives an object lesson to the mariner that could scarcely have been given in any other way. Of course "M. Leary 's contribu tion to sience was an involuntary one, but it has been no less valu able on that account, and has ad vanced the study of ocean currents in a way that no one deemed pos sible before the disaster occurred. One of the peculiar features of the affair is that what happened was just what the scientists bad long desired to do, but it was rather too expensive an experi ment to be made voluntarily. Thousands of .floating logs on the Atlantic meant, too much danger to shipping, to. permit of the gov ernment's jilting them there. However, no serious disaster has occurred from collision with any of these logs, and the wreck of the great raft has therefore been both instructive and harmless, except to the gentleman who owned it.
