NOTICE -is hereby Riven that the Common Council of the City of Astoria, Clatsop county, Oregon, propose to or der the improvement of that portion of Washington street, In the City of Asto ria, Clatsop county. Oregon, as laid out and recorded by John McClurc, from the south side of Astor street to the north end of said Washington street, by cutting and filling with dirt to Its es tablished grade, and by planking that portion between Squcnioquo street and Concomly street to a width of twelve feet on each side of tho Astoria Street .Railway track now built through the center of said portion of said street, and by planking said street between the south side of Astor street and the south side of Squemoque street and between Concomly street and the north end of said Washington street to a width of fifteen feet on each side of the center thereof, and by raising the plank gut ters now upon said street where the grade Miall require the same, and by building new gutters where there are none, and by repairing tho sidewalks where necessary and building new sidewalks where there arc none, on both sides of said street. Last Thursday tho Pacific Coast Steam ship company engaged the ser vices of Victor Jiinston, a protes sional diver, at $150 per day, to co down and examine the ma chinery of .the steamer City of Unester, which was sunk in Uolden Gate last August by collision with the Oceanic. On tho first day the diver did nothing but locate the stranded vessel, which lift found in fifty fathoms. Friday tho man went down asjain, and while look ing into the steerage of the vessel tne hrst thin? which met his gaze was the form of a man, standing, with distorted countenance and tongue hanging from his mouth. The body was swollen to twice its natural size. Going a little fur ther aft, he saw another victim of the wreck on his knees, grasp ing a third man around the waist. The diver returned to the surface, and reported his discovery, but nothing could induce him to return to the stranded vesspl. Hinston says that on his first jdive to tho bottom the discovery of cross currents was such that it took all his nerve to make another trip. The tide ran strong, and and the undercurrents were so strong that without his armor he could never have reached the bottom, On his second trip ho doubled tho weights used to carry him down, yet they barely bronght him to the bottom, so strong were the cross-currents even at that depth, On reaching his dstination the diver found the vessel lyin across the channel cut in two as with an immense saw. Water was rush ing through tho cut like a mill ace.
