OREGON: WEDNESDAY MAY 1G. 1B88 The North China Herald says that agents of tho Panama Canal made ar rangements to kidnap 30,000 Anna inese coolies to work at Panama, but the enterprise failed. It has been discovered by the S. F. Alia that the Chinese make a novel anaesthetic in a queer way. They put a live frog in a jar of flour and prod him so as to keep liim jumping con stantly. Under this treatment he ex udes a liquid which forms a paste with the flour. If this "paste is put upon the skin for a time, the flesh may bo cut without pain. The editor of a Fort Gaines news paper is of the opinion that some dogs have a good idea of the time. On Thursday some weeks ago, he bor rowed a friend's setter and went hunting. On every Thursday since the dog has appeared at the editor's door ready for another trip, and when refnsed has gone away with an expression of disappointment almost human. The reason why the colored vote at the south is always against prohl bition is said to be that the first indi cation the freedmen had of their lib erty was the lapse of the law forbid ding the sale of liquor to them. They drank their first draught of freedom from a bottle, ns it were, and any in fringement of their rights in this di rection seems to them like a return to their slave davs. Mr. Donnelly's book on tho Shake speare-Bacon cipher has appeared, and is said to comprise nearly 1,000 pages, although merely professing to lay the foundation for some future work. In other words, Mr. Donnelly having buried hi- ideas deep down amid 1,000 pages of this book, pro poses to erect a monument to them, Ho need not take so much trouble. The American people have already been so bored by this cipher that they would never think of disturbing its remains, even although their resting place bo forever unmarked. Tho authorities of Victoria have re refused to admit a ship-load of Chi nesowho arrived at Melbourne the other day. If the captain of that ves eel had had a brilliant expedient ready for every emergency liko tho celebrated Bully Hayes, ho would not now be bewailing the fact that he has a cargo of Mongolians and nowhere to land them. It was at a time when New South Wales imposed a tax of 50 n head on every imported Chinese that Bully Hayes loaded his bark with Celestials, carefully collected tho head money tax in advance, and bore away for Sydney. Just outside that port the able speculator pnmped his bark half full of water, set a signal of dis tress, and informed the steamer that hove to alongside that ho was in a sinking condition, but was sure he could make port if the steamer would kindly take his cargo on board. The steamer loaded up with Chinese and put off for Sydney, thirty miles away, while Bully Haye3 pnmped his bark dry and lit out for one of his ocean haunts with all the head moue3' in his pocket. If tho career of this distinguished man had not been cut short, ho might have been giving points to-day to the opium smugglers who aro agitating our custom agents on this coast. Electors, in the political system of the "United States, is the title of the persons who are chosen by the peo ple of the several states to elect the president and vice-president Each state chooses a number of electors equal to the whole number of mem bers it sends to both houses of con gress. No senator or represenative or person holding an office of profit or trust under the United States can be appointed an elector. The elec tors must be chosen on the same day in all the states that is, on the Tues day next after tho first Monday in November. The constitution ordains that the electors .shall meet in their respective 6tates on the first "Wednes day in December, and vote by ballot for president and vice-president, one of whom at least shall not be an in habitant of tho same state with them selves, and they shall make distinct lists of all persons voted for as presi dent and vice-president, and of the number of votes for each, which list they shall sign and certify and trans mit sealed to the seat of government of the "United States directed to the president of the senate. A majority of the whole number of electoral votes is necessary to elect the president and vice-president In 188i the whole number of electors was 401. The elec toral votes are opened, and counted on the second Wednesday of February by both houses of congress. In the act ual mode of performing their duty tho electors do not exercise any judg ment or discretionary power in the choice of president and vice-president, but cast their votes for the candidates previously nominated by their party, usually in a national convention. If no candidate has a majority of all the votes, the house of representatives has a right to choose either of the three persons having the highest num ber of votes. A Safe Investment.
