If the plans of the Niagara river hydraulic tunnel, power and sewer company are carried out as arranged at the present time, the mighty power ol tne lans 01 Ni agara will be utilized for the gen eral benefit of mankind, and for the financial enrichment of the stockholders in the enterprise. The company was incorporated by an act of the legislature in March, 1886, and since that time the efforts of the projectors have been directed toward securing the capital necessary to enable them to execute their designs. It is now claimed that enough money has been secured, and that the work of construction will begin in July. The prospectus issued by the company yesterday states that the company was organized for the purpose of utilizing the powor of the Niagara river, by construct ing a subterranean tunnel from the water-level below the falls, about 200 feet under the high bank of the river, extending through the rock to the upper Niagara river, at a point about one mile above the falls, where a head of 120 feet is obtained. The tunnel is then to extend parallel with the shore of the river one aud one-half miles, at an average depth of 100 feet be low the surface of the earth and at a distance of about 400 feet from the navigable water of the river, with which it is to be connected by means of conduits of lateral tunnels. The scheme is one of gigantic firoportions, and includes the estab ishmont of innumerable mills at the point where the power is ob tained, as well as distributing the power through electric wires to other centers, wnero it can be used in lieu of steam or local water pow er. The power is to be obtained from the conduits leading to the main tunnel, and not from the tunnel itself or from the falls. The conduits will, it is contem plated, lead to wells sunk to the tunnel 100 feet below the earth's surface. In these wells will be placed turbine wheels, which are turned by the weight of tho water in the wells. Thus, it is said, the power will be uniform, because the wells will always be kept full, and as the wells are supplied from the river there will be no variation in the quality of the water available. The river itself, being fed from the five great lakes, will always have a uniform quantity from whidh to suply the conduits. It is claimed that the drain from the river by the conduits and tunnel will not take 1 per cent of the water in the stream that is, the depth of the river would not be reduced one inch. The prospectus states that since the incorporation of the com pany sufficient land along the river has been secured, surveyed and apportioned into mill sites fronting on the river and on the line of the proposed tunnel, with ample streets and dockage, affording approach by rail or water to accommodate 238 mills of 500-horse power each, or 119,000-horse power in all, which is the estimate of the engineers of the capacity of the tunnel proposed to be built. This power would be greater than all the other water power of the country combined. The land secured by the company is two miles and a half above the falls, and beyond the limits of the gov ernment park land surrounding them. The tunnel is to run under the streets of the Niagara village. and all of the conduits will be located on the company's land. The estimated cost of construction is $3,000,000, and enough patron age has already been secured, it is said, to pay a 'dividend on the investment. The city of Buffalo has agreed to pay 8100,000 per annum for power for electric lights, and an electric smelting company in Cleveland has made application for 20,000-horse power to be carried through wires. The mills are- to be located so far above the falls that the vessels of any draught can come to the wharves, thus insuring cheap water rates from the mills to tide water. It is claimed that the volume of water over the falls will not be lessened' by the construction of the tunnel; that the beauty of the landscape will not impaired in any way, since tho mills will give forth no smoke and that the drain from the river will be less than half the amount taken from the lakes by evaporation. If the project proved to be a success it is also intended to Use the power in lighting many of the largest cities in that locality by electricity. New York Cor. Chi cago Tribune. The United States consul at Victoria writes to tho state de partment that Chinese are em ployed in the British Columbia coal mines to do most of the heavy work of mining. The white min ers take out the coal by the ton, hire Chinese to do tho work and pocket the profits. This is a busi ness transaction, but it clearly gives the work in the mines to the Chinese, to the exclusion of the whites. What is possible in the coal-mining industry is also possible in most other British Col iumbia industries. The British Columbia lumber manufacturer has the privilege of employing Chinese, and the Mills tariff bill opens the American market to him on tho same terms as to the American manufacturer, who either employs white help or Chi nese help at white wages. The fact that Chinese aro admitted without limit into British Colum bia on paying a head-tax of $50, while there is some restriction upon Chinese immigration into the United States, creatos'a difference in the rates of Tabor. A remarka ble discovery has been made here in connectiqn with the work done on the extension of the El Paso street railroad tnrough the indis creet talking of a Mexican laborer. Tho laborer says that in extending the line into Montana street exca vations were made for the pur pose of getting a levpl track. The workmen ran into an ancient cem etery, with the corpses closely packed together. A large num ber of skeletons were found, and the company, being afraid that a delay or unpleasant consequenees would ensue if it became known, had further work at the spot done only at night. All the skeletons were gathered after dark, placed in barrels and carted to the ceme tery, two miles below town, and quietly thrown into holes dug for that purpose. At one place the top coffin was found to be on an exaot level with tho grade of the road and was left in its place, the railroad ties resting directly on it. "Whenever a car passes over the spot it gives a hollow, reverber ating sound, positively startling to those in the car. On Mar 1st the Northern Pacific railway company and a syndicate composed of Minnesota and Wis consin lumbermen entered into" a contract whereby the U. P. Co. agrees to furnish the syndicate with the timber on 80,000 acres of land in the vicimtude of Tacoma. Forty miles of railroad will be con structed from the timber lands to Tacoma, where the sawmills are to be erected. In return for such benefits the syndicate agrees to furnish the railroad company with 75,000,000 feet of lumber annually for transportation to St. Paul. POWDER Absolutely Pure.
