A romantic story lies hidden in a modest pension bill recently in troduced in the house by congress man Hermann. In appearance it is much like thousands of other private pension bills, and provides that the government shall pay to Winemah Riddel $25 per month. Though more than fifteen yeare have elapsed since the Modoc In dian war, every one remembers tho atrocities that marked that campaign as one of the bloodiest in a series of bloody border feuds between while settlers and red skins. In the treacherous massa cre with which the terrible battles in the Lava beds were inaugurated colonel Meacham, one of tne spe cial Modoc Indian commissioners, was painfully wounded and left for dead in a stony hollow, near the camp of the renowned "cap tain Jack." During the night that followed the massacre tho groans of Col. Meacham, who was suffering ago nips from his wound, was heard by a Modoc squaw who passed near tho hollow in quest of water. Ap proaching the wounded man, she knelt by his side, stanched the flow of blood with strips torn from her dress, and dragging him into a neighboring cave, supplied him with food and teuderly nursed him until he recovered sufficiently to make good his escape. "Captain Jack" learned of the incident from a scout, and drove her from the tribe, She took refuge in a neigh boring settlement of whites and lived from hand to mouth for many years by performing such labor as she could find to do. She is now an old woman gray haired and bent. A friend of Meacham recently discovered her where abouts and destitute condition, and induced representative Hermann to prepare the bill for the relief of Winemah Riddell, the first full blooded Indian for whom a pension was ever drafted. A special from "Washiugton, says: In view of the continued arrival of China steamers with the smallpox on board, representative Mormv, today called on surgeon-general Hammond, for the purpose ol abt'ci taining if it is not poss oi. for the state to secure assista ir from the United states government towards enforcing a'strict, ouarnn- tine. Mr. Hammond replied that under the law he could supply funds for the purpose and would do so, if the governor ol California would make application. Morrow has accordingly written to Gov. Waterman, informing him of the state's right to have assistance from the government. Vigorous effort will bo made to push through the bill establishing a national miar- antmo in San Francisco harbor. A Big Strike Chicago, Feb. 26. At 4 o'clock to-morrow morninir everv -wheel on the vast system of the Chicago, Burlington & Quincv railroad will stop. This is in accordance with an order trom chief Arthur, of the brotherhood of locomotive engin eers, who decided upon this move yesterday because of tho refusal of tne company ro rc-arrango tne scale of wages, as demanded by their -emploj'os. The roads affected are tho Chi cago, Burlington & Quincv, the Burlington & Missouri river in Nebraska, tho Hannibal & St. Joo and the Oincago & Iowa, these roads emnlov in all 1500 men. every one of whom will be thrown out of work at the hour named. General manager Stone, when seen this evening, reiterated the declaration tnat tne road was un able to meet the demands and was in for tho biggest kind of a fight.. There is ii u danger iruui vaiirauon or irom exposure. Business Competition. Many seem to think that the more competition there is in busi ness the better. This is not true. A fair and reasonable competition is a benefit, but too much compe tition is not good, either for the competing parties or the people that are served by them. For in stance, let us suppose there is just enough competition to keep prices moderate and so that there will bo sufficient business for each buinesss man to prosper. Then tho busi ness man can pay debts promptly he has a little money to use in giving employment to others, he can build a decent, respectable home, and can afford to be liberal towards all public enterprises. Make competition stronger by having too many lawyers, doctors, merchants and dealers for the wants or necessities of the place, and all must trim close to get along. None can afford to do much of anything in the way of improvement. The business be ing badly cut up, no one can af ford to carry so good a stock, and, as all must live, prices cannot go below a certain figure without ruin. This kind of competition is often seen in overdone towns. In consequence, there are assign ments, attachments, foreclosures and bankmptcies, all of which put a damper on business and gives the place a bad name. Competi tion i3good, but there is a limit to its beneficial workings. An exchange very properly ob serves, that newspaper subscribers who are in arrears should bear in jnind that a dun is notan impeach ment of their; integrity, but simply an outcroppitfgol a publisher's ne cessity. For ' instance, 500 men owe him from' one to four dollars each. It is a small amount to each individual, but to him the aggre gate is large. r Instead of 'becom ing indignant' because the publish er asks for his honest dues, the delinquent subscriber should be grateful to him for waiting so patiently, and piy up like a man.
