She is being repaired in this city, and the passengers for Gray's harbor have gone overland. On the night of the 12th of Janu ary, at East Portland, the wind being SS W"., snow fell from a cloudless sky for one hour. Rain has frequently fallen under the same conditions at this place. Tho first number of the Inland Empire, published at Wallula Junc tion is received. It is located at an unpromising natural site, but ono that the railroads have made a lively point of departure. The British bark Cairnmoney, 1, 255, from San Diego, arrived in yes terday. The British ship Itohilla is reported outside; the captain was asked $1,000 for towage, and at last accounts he was thinking it over. On the steamer yesterday came about one hundred bales of twine of 144 lbs each, to make into nets. Some knitting is going on at 22 cents a fathom. So far but little is"going on in the way of making cans, and orders for metal are slack. Somebody's house has got away from him and is reported high and dry, or low and wet, according to tho tide, on Miller's sands. It will be handy, it left there, to do the fighting from next summer, and will go far toward settling the question of juris diction when the regular July arrests cbegin. Appearances indicate that tho Packers Trust company will not make permanent organization, the individ ual interests of thoBo forming the company being apparently in oppo sition to the furtherance of the Boheme, and matters will presumably go along this season as they have heretofore. The German ship, Ferdinand Fischer, cleared for Queenstown yes terday, carrying 95,044 bushels wheat, worth 867,322. She is a fine looking vessel and is as well appointed throughout as any vessel that has loaded here for several years; tho British bark, Shenir, cleared also for Queenstown, carrying 17,600 bbls. flour, worth 68,600. Talking of the railroad men and their delay in arriving, it is to be re membered that they said positively they would not come by sea, and at no time since their arrival in Cali fornia could they have come through overland with absolute immunity from washouts, land slides, and de lay. During the late cold weather An ton o Huber swamped out a little over one mile of good trail, connecting Lewis and Clark's river with the Plains, so that one can now go from Peter Heckard's, on the river, to the old school house, (Dist. No. 3.) on the Plains. It is looked upon as a good sized job and took just tweniy days lively swinging of the axe to do it During the recent cold snap, Asto ria and Bandon were tho two warmest places in the state. At La Grande, and other places in eastern Oregon the thermometer fell to 34 degrees bo low zero. That represented one ex treme. At Bandon it was 14 degrees above, and at Astoria 10 degrees above, representing the other ex treme. The 14th, 15th and 16th of January brought the coldest weather ever experienced in Oregon. The Karluk Packing Co., that beat nil previous records by packing over 72,000 cases last year, are resolved to eclipse evervthinc in '83 in the num ber of cases of salmon put up. They have ordered of the Clatsop Mill box factory 150,000 cases, which they cal culate on filling this season. This is the biggest order of the kind ever given on the coast, and if the Karluk Company fill the cases they will havo made away and beyond the biggest pack of salmon ever recorded by any two canneries. The lumbar trade of Oregon and Washington territory is one of the domestic industries which is sure to profitby the opening of the Nicaragua canal. Even now when the voyage from here to our Atlantic seaboard is five or six months in lencth. occasion al cargoes are shipped around the Horn. In 1836 Orecor, and Washing ton territory exported 6,000,000 feet of lumber, in 1837 eight times as much and when this vast timber-bearing region is brought thousands of miles nearer Philadelphia, Now York and Boston by the opening of the canal a wonderful impetus will be given to its development. There was a test case in the police court yesterday regarding ordinance No, 1029 which gives the harbor mas ter the exclusive privilege of moving and docking all ships and vessels to be docked within the city and which right is contested by the river pilots. Capt. J.W, Babbidgo admitted tho infraction of the ordinance by putting n ship where in his judgement it was safe regardless of the harbor master's directions. The wording of the ordi nance left the police judge no option in the matter and ho imposed a fine of S20, notice of appeal being prompt ly given. The outcomo of the matter will be viewed with considerable interest. Docs It Pay? Carruthers, "Welch, Berg man and Sherman answered to their name3 at second roll call in tho coun cil yesterday evening. A petition of Jos. Pinschower, ad ministrator of the estate of Andrew Kiersen, deceased, and Mary Biersen, asking that the benefit of the unex pired liquor license of the late An drew Biersen be transferred to his widow was discussed and unfavorably entertained. Application was mado by Hiram Gray for the position of sexton, Geo. Fruit having resigned and his resig nation being accepted, the application was granted. The appointment of Wm. Beasley as special policeman was asked for by Chief of Police Barry: the recommen dation was referred to committee on health and police. A remonstrance of property own ers on Cedar street remonstrating against the improvement of a portion of that street was read, and on mo tion was filed. Tho report of the ways and means committee regarding the refunding ing of SS.40 taxe3 overpaid by A. Montgomery, recommended that such amount bo refunded: report adopted. The committee on health and po lice reported, recommending that J. G. Boss bo awarded the contract for feedingcitypri9eaer3: report adopted. The committee on health and po. lice reported that they had investi gated alleged cases of small pox some time ago, and developed the fact that there was no small pox in or about the city; the report of Dr. W. D. Ba ker was also read certifying that the cases cited were measles; the acconi panjing bill of S50 was filed; the re port of the committee wa3 ordered adopted, and the'.r action approved. The committee on public property to whom was referred the bids for lighting the city streets reported rec ommending that the city contract with J. C. Trullinger for 8 electric lights, discontinuing tho ono at the West Shoro mills, the cue at tho crossing of Chenamua and Polk streets and the one at tho crossing of Cedar and West Second streets, and continue the remainder in their pres ent situation. Cn motion it was or dered that tue report be referred back as incomplete, with instructions to make a fuller report. Tho committee on printing, etc., was, granted further time to report. As a member of the committee Mayor Page submitted a report re garding the western extension of Coucornly street; consisting partially of n proposition from J. C. Trullinger offering for the consideration of S2, 500 to donate a strip of land 60 feet wide to connect tho streets, accom pauied by n map of the propased ex tension, the total length being 1,527 feet. The council took n recess of fivo minutes to examine tho report and map, and upon reassembling it was decided to adopt tho report, which was done; the offer of Mr. Trullinger be accepted and the city attorney in structed to draw up tho necessary pa pers. The report of police judge Jewett for January was read, and referred; numbcrof arrests, 12: amount of fines and forfeitures, 810. Tho report of street superintendent Clinton for January was read and re ferred. An ordinance authorizing the com mittee on health and police on behalf of the city to contract with J. G. Ross to feed tho city prisoners -t sev enteen cents a meal was passed under suspension of the rules. An ordinance licensing the game of inn, tan-tan, fan-tan, etc., was read third time and defeated unanimously- The ''Salvation army" ordinance was then dragged to light, read third time and kilt. Baker for 830 was brought up for action there on, and was voted on adversely, and referred to tho chairman of the com mittee. The matter of electing a council man for the Bccond ward coming up, J. Q. A. Bowlby was placed in nomi nation. Councilman Bergman was excused for voting. Tho voto was, uye, Welch, Carru thers and Sherman; tho Mayor rnlod that there wns no election; Coun cilman "Welch appealed from tho de cision of tho chair: tho question of overruling the ruling of tho chair was decided by a vote of three to one, the decision of the chair being sus tained. Councilman Bergman bronght up tho matter of the roadway and very plainly called attention to its misera ble condition and contended that it ought to be put in a state of decent repair. Councilman Carruthers sug gested that the crossing bo taken out. Councilman Welch thought it was a shame to ask the property owners along the liue of the road to keep it in repair. Coucilman Sherman thought that that property was valu able and the same rule ought to pre vail thero that prevailed in other parts of the city. Mayor Page thought that the roadway ought to bo abated as a nuisance and tnat tho remon strance should be published. Mayor Page then famished writ ten suggestions tnat only upon a written requisition authorized by the council should any supplies De or- uereu or ootninea tor any city pur pose. On motion the city attorney was instructed to draft an ordinance embodying the mayor's suggestions ana saomit n as me next meeting of the city council. It was then unanimously ordered that tho remonstrance in the matter of tlie roadway be published in The DAII.T ASTORIAN. After some further discussion about Concomly street tho council ad journed.
