Washington, Jane, 16. The following statement "with regard to the president's- action concerning the proposed return of battle flags was made at the White house to night to a representative of the as sociated press: When the qpestion- was pro posed to the president by the adjutant-general, an important fea ture suggeated'waa the return to loyal states of flags which had been captured by Confederates and retaken by our army at the time of the collapse of the rebel lion. They, with such Confeder ate flags as had been captured from the enemy by our troops, had, it was represented, for a long time lain uncarcd for and neglect ed, packed away in boxes in the cellar of the war department, and had been removed to the attic as a better place for safe keeping. The disposition of the flags, which seemed to be answering no good purpose while there, was the main point and consideration. It was repre sented to the president that some flags had been returned to loyal states upon ther request in individual cases, and the rest, if desired, might as well all be re turned together. The return of the Confederate flags, which were with the others in the department, was suggested, but there was not the slightest thought of interfering in any way with captured, flags now he'd by an' state. The faot, apparently received with favor by the coun try, that lately, in one or more' cases, northern troops visiting their late antagonists of the south had returned to them flags which had been captured in battle from those whose hospitality they were receiving; the further lact that northern troops, within a short time, had been visiting southern battle fields, bad spoken in the warmest terms of the kind and hospitable treatment they had re ceived from former Conf. derate soldiers; and the fact, too, that soldiers from the north and south were just gathering at Washing ton, to meet in friendly com petition at the national drill, seemed to indicate that if the Union flags were returned to the loyal states which had lost them in battle, it would not be consistent with the fraternal sentiment, which seemed to be prevalent, not to offer at the same time to the gov ernors of the states formerly in re bellion the return of flags which had been taken from their soldiers. The right of the department to make these returns being ques tioned by the president, such right was distinctly asserted and prece dents alleged, and thereupon his oral assent was given to this pro posed action. The matter was dis missed from his mind until com- ment'thereon within the last day or two brought it again to his at tention, when, upon personally ex amining the law and considering the subject more carefully, he sat isfied himself that no disposition of these flags could be mado without congressional action, whereupon he directed suspension of opera tions, by the letter made public this evening. News from Honolulu, brought here by steamer Australia shows that the government there has been searching for and detaining arms, on the ground of public safety. It is claimed that the people hav,e be come exasperated at the king's ac tion in fortifying the palace walls and taking in supplies of ammuni tion there, and that the American and British residents have appealed to their respective governments for protection, and asked that a man-of-war be ordered to Honolulu. It is even rumored that a revolution had begun. J. D. Spreckels, president of the Oceanic Steamship company, and who has not been on friendly terms with the Hawaiian govern ment, owing to business conflicts, said: ."Affairs are almost in a revolutionary stage on the islands. The extravagance and mismanage ment of King Kalakaua have cre ated a feeling of great dissatisfac tion among the foreign residents, and I would not be surprised at some vessel bringing in news of such a state of affairs." The palace, he says, has been barricaded and supplied with arms and ammunition, and citizens of other countries had gone so far as to call on their home governments to send men-of-war for their pro tection. As instances of the ex travagance of the king, Sprekels stated that 40,000 wcre-expended on the funeral of his sister, and $80,000 in fitting out a man-of-war, a tub of a steamer which had been originally purchased for 20,000, the remaining 60,000 being ex pended on her equipment. lu response to enquiries, Spreck els said the roads on the islands were in bad condition; that the harbor needed dredging; none of which necessary improvements were receiving attention -He said in case of a revolution a republic would probably be set up.
