Cap tain McNeil of the bark Enocli Talbot reperts: "While in a storm on the 1st of April, off Cape Flat ten', he saw a skv-sail yard ship with a heavy h'3t to leaward and laboring bard. A few minutes Af ter, five of his men who had been aloft reported thev saw the vessel go down. As the JSnoch Talbot was struggling very hard, he could not render assistance. In a few minutes after this the weather cleared but no vessel could be seen. As there are .but two sky-sail yard ships on the Sound at this time, the St. Stephen and the Ivanhoe, and the latter was in this port, there can be little doubt but the St. Stepheii has foundered vith all on board, 18 persons in cluding the wife and daughter of Capt. Douglas. San Francisco, April 14. It is the general opinion at the Mer chant's Exchange that the ship St. Stephen went down in a storm off Cape Flattery. The agents still hope the vessel is only dis masted. She is thought to have been overloaded. How They Dodge The Law. Washington, April 13 A way round the Sunday laws of the district which are to be rightly enforced, has been found. It is through clubs. Yesterday the police were1 informed that the clubs were selling liquors to their members and guests just as open ly as saloons formerly did. Com plainants were told that clubs could not bo interfered with. This morning there' was an im mense boom in clubs. Books are opened almost by the score for new clubs.
