The bids to paint the court house, the oounty to furnish the ma terial, were opened yesterday. B. F Allen, $95; F. Krosel, S80; C. H. Stockton, $70, to whom the contraot was awarded. All persons having received their annual book from tho U. S. D. P. as sociation will hand in their (postal card) receipt to J. C. Boss at onco, and those not having received their book will notify him. The weather office at San Fraucisco says that the indications are good for fain in western Washington and Or egon. Tt was feared by many that we would not have rain here, in March, but, happily, such fears are groundless. "Silver pitchers for presentation to bridal couples can be had of us as low as $2, and they will wear for three months," advertises a Chicago firm. That linn has tnmbled to a long felt want, and those pitchers will soon bo sold all over the United States. Dr. O. B. Estes has received the important appointment of health of ficer at this place. Ho is a pleasant gentleman and will doubtless fill the position with credit and address. He succeeds Dr. W.T. Baker, who for four years has officiated with credit to himself and satisfaction to the'gener al public. Seaside Lodge No. 12, A. O. U. W., will hold memorial services commem orative of the death of "Father" Up ehurch, founder of the order, at the opera house, nest Sunday evening at seven o'clock. G. M. Brown, G. E. Wheeler, and other grand lodge of ficers are expected to bo present from Portland, on that occasion. Coroner Eoss received a letter from Chas. Grotjan of New York, yester day, in answer to one informing him of the death of his brother Edmund, who died in tho hospital in this city on the 28th of last January, in be half of whom the coroner desires to return his thanks to those who bo friended his brother in his illness and at his death. The chamber of commerce held its annual meeting last evening. After the reports of the treasurer and sec retary had been read and accepted and other routine business trans acted, the following members were re-elected to their respective offices for the ensuing year: J. Q. A. Bowl by, president; Dr. A. O. Kinney, vice president; M. C. Crosby, treasurer, end E. C. Holden, secretary. During the month of February 17 J inches of snow fell in this city. In tho same time is recorded 8.51 inches of rain, which includes the melted snow. During the twenty-four hours ending at seven o'clock last evening, there fell 2.11 inohes. During Janu ary there fell 18.24 inches of rain. During the preceding December there fell 1G.8G inches. From these figures it is believed safe to assert that the winter of 18SG-87 was a wet winter. The Albany Herald says: Thife of fice is in receipt of a ripe orange whioh was grown and ripened upon a tree at Harrisburg, in this county. The tree is the property of Miss Dora Hendrex, and was brought by her father, Dr. J. F. Hendrex, from Los Angeles four years ago, being now five years old. The tree matured six teen'oranges during the present sea son, which were well formed and of a flavor not inferior to the genuine Cal ifornia production. The February foreign exports from the Columbia furnish the smallest ag gregate of any month for several years. There were seven clearances, amounting to 339,461 bug, of wheat, valued at S271.825; 35,152 bbls. flour, worth S12i,169, and 5,499 cs. Balmon, worth 27,495; a total value for the month of Si23.939. The aggregate for January and Februarv foots up 1,149.741 bus. wheut, valued" at "SS97, 474; 78,330 bbls. flour, worth 8303, 161; a total for the to month of 81,228,550. The late cold and etormv weather, says tho S. 1 Alta of February. 23. has had tho effect of causing n great scarcity of California oysters in the market. Only one wholesale dealer has any on hand, and, having a cor ner, he has put up the price to retail ers from $2 a sack to $3 a sack. None of the other wholesale dealers have had any native bivalves for two weeks, and unless some come in soon the market will be absolutely bare of them. All of tho so-called California oysters are brought from Shoalwater bay, Washington territory, and the recent cold snap froze the waters of the bay up (?) so that no oysters could be taken. For the last two weeks the market has been running on a stock of 4,000 Backs which the lucky deal er had on hand when his rivals ran out On tho morning of June 11, 1SS5, says the Post-Tntelliacncer. the shiD Blue Jacket was comincr nn the straits before the wind, all sails set, and tho tug Tacoma with tho bark Colusa in tow, was steaming out to sea against astroner wind and tide. The vessels sighted each other some miles away, but through fault of those in charge of the navigation of the Blue Jacket, a collision occurred, damaging tho tug to tho extent of $7,900. The Tacoma Mill company libeled the Blue Jacket, and the own ers of the latter put in a cross libel for $900, alleging the tug to bo sololy in fault, with a result in favor of the tug for $7,500, tho decision being rendered by Judge Green yesterdav. Two Necessary Purcluw On yesterday tho secretary of war transmitted to the house of represent atives a letter from the chief of en gineers, enclosing one from C. F. Powell, stating that it appears neces sary to purchase a small tract of land nt Yaquina bay for an approach to tho jetty that is being constructed for the improvement of that entrance. He also states that at the month of the Columbia it will probably bo ne cessary to pnrchase a piece of laud as a quarry and right of way in port for a small railroad from the quarry to the jetty Bite. It is remarked that an unsuccessful effort has been mado to avoid tno necessity of purchasing tho land at Yaquina. Suggestion is made that the matter bo brought to the attention of the prop er congressional committee in order that tho laws bo so changed as to permit the purchase of land for the purposo named. Cogswell & Rosa, Lakeview, Oregon GektiiEUEk: Your letter of tho 21at inst., m whioh you ask au thority of tho state "to appear in be half of the state to defend tho swamp character" of a certain piece of land, in a contest botween Edward Hanly, claimant, under a certificate issued by the state board, and Charles Nel son, n "pre-emptor," was duly re ceived. Certificate No. 139, issued November 14, 1883, to H. C. Owen, under which Mr. Hanly claims title, was, by the state board, at a meeting held February 1, 1887, declared void, and tho said board by nn act of the legislative assembly of Oregon, ap proved February 1C, 1887, was directed "to cancel said certificate of sale." While it is the policy of the state of Oregon to protect actual settlers on swamp lands purchased in good faith from procuring such certificates, ampleprovisions for which have been mado in the ennctment before men tioned, it will not be the policv of the state to aid parties holding such certificates, or parties purchasing irom tno Holders thereof, in any con test against actual settlers on such lands, claiming title under tho home stead or pre-emption laws of tho united States. It would not only be an act of gross injustice for the state of Oregon, in that manner, to give countenance to those certificates of sale which have been issued to certain parties in plain disregard and defiance of tho law, but it would also be an act of the greatest folly for the state to pursue a policy, the tendency of which would be to harrass tho actual settler, and thereby to pre vont tho settlement and development of the country. The general dispatches will indicate what pro ceedings were, had yesterday in tho house on the river and harbor bill. After several dilatory motions made to defeat tho measure, a motion of fered by Willis, ohairman of tho com mittee on rivors and harbors, to non concur in tho senato amendments and agreo to tho report of tho committee of conference, was adopted by a large vote. Members are oven more pleased with thi3 move, and with Willis' adroit management of the bill, than they were when it first passed the house. iaa the bill been submitted to tho house and read, item by item, it is not improbable that the house would have voted to reduce some of the larger appropriations, among them those for the northwest The motion to non-concur in thebill as a whole as passed by the senate having carried, it goes immediately to tho conforenc e committee, and into tho hands of its friends. By this move the house will not hereafter have op portunity to vote on the different items separately. When the confer ence committee now reports the bill back to the house, tho only motions that can be entertained are to accept or reject the conference report, or to recommit to the committee for fur ther conference. On a direct vote on tho entire bill its friends have an as sured majority. Tho fgoneral im pression is that when the measure comes out of conference there will be but few changes over tho bill at passed by the senate, and that both legislative bodies will agree to accept its provisions. Prospects are flatter ing for large appropriations for Ore gon. Oregonian Special. A Clever County Clerk's Calculation. Now, he says, approvingly, multiply tho num ber by 2; now please add 5; now mul tiply by 50; now add your age; now subtract 250; now what number have yon?
