FEBRUARY IT, 1887 A "CONVERSATIONAL Solo1 IS what reporters, desirous of culti vating a picturesque literary style, now call the remarks made by a lecturer. Tiie New Jersey assembly is said to be stricken with "legisla ' tive paralj'sis." It is not an un common complaint, though an ex pensive one for the people. - . mm The Minneapolis Tribune learns that a gentleman in New York has discovered in an old volume the true meaning of the word "mugwump," which is, "something of no value." The talent of success is nothing more than doing what you can do well, and doing well whatever you do, without a thought of fame. If it comes at all, it will come be cause it is sought after. The logging industry of Clat sop county, and the lower Colum bia, which has been under a cloud for the last three years, is bright ening up, and present indications point to better prices and livelier times for this important product of western Oregon and Wash ington. The old question "Shall the Bible, be taught in the public schools?" is again being discussed in the state press. The old dilem ma presents itself to the advocates of Bible reading in public schools. When they agree and not till then will the proposition be acted on in the affirmative. Portland is always good for Borne novelty in the way of misde meanors. Tho latest instance is furnished by some Portlandite whose ideas on the acquisition of property arc vague, and who since January 1st, has stolen seventeen street lamps from street corners in different parts of the city. A resident of Kidder county, D. T., went into an unsettled sec tion of that territory last summer, forty miles ahead of a new railroad, and cut 100,000 tons of hay. The railroad crawled up to the stacks during the fall and he is now selling his hay at &8 a ton. lie expects to make over $100,000 by his en terprise. Charles Lafollett, of Yam hill, publishes a card in the Re 2)ortei' saying that he as a Repub lican voted for C. Leinenweber, a Democrat, as a member of the pilot commission, because he thought the minority party ought to be represented, and not. as an endorsement of Mitchell or any body else. It has been estimated that the present method of branding cattle on the ranges damages their hides to the extent of 12,000,000 an nually, which is a tolerably large sum for the cattle raisers and the meat consuming public to pay every year to maintain a practice which is cruel, improvident and unnecessary. Snow and cold weather have their unpleasant effects in the most fortunately situated com munities, but there are degrees of discomfort. At Fort BontonjMon tana, for instance, February's snows have forced up prices until coal is quoted at $50 per ton, wood $20 per cord and flour $10 per sack, with potatoes not to be had at any "price. The engineer of the latest boiler explosion horror didn't get a hurt, and he thinks Providence had something to do with it. Funny that Providence didn't warn him that the water was below the last gauge, and that he must draw the fires to prevent an explosion. Per haps, however, Providence wanted the other four men killed off. France now has a total debt of about $7,200,000,000, or twice as large as that of the United States at the close of the war, and six times as large as our present interest bearing debt. The French debt is nearly $200 per head of her population, while that of the United States is less tean $20 per head. There is an interest charge of $140,000,000 per year, besides annuities and other burdens not clearly stated, amounting to nearly as much more. The annual revenue wrung from the people is $650,000,000, and yet that is insufficient to meet the necessities of the government. Prohibition will be argued considerably in this state between now and the loth of next Novem ber, on which date the voters of Oregon will say whether they want it to be a part of the state constitution or not. It is a pres ent question, just like any of the other existing discussions, and the proper tribunal is public opinion. There are a good many zealous, pure-minded men and women in Oregon who believe in prohibition and believe that a prohibitory law could be made effectual. It is simply a question of sentiment and theory against practice and expe rience, and the result will be the ultimate one in all such cases. The proposal to make the sig nal service a civil instead of amil tary corps is popular among its members. Many of the clerks in Washington have petitioned for the change, and ask that they be civilians instead of enlisted men. The present organization of the service is an anomaly. Its mem bers have to be well educated, and many are of high scientific attain ments; yet they are compelled to take rank as private soldiers or non-commissioned officers. It is not very pleasant for a gentleman of cultivated tastes and sensitive feelings to be looked down upon by a chipper young lieutenant just from West Point. Old Probabil ities does good work, and his as sistants should have the standing thev deserve. Some good advice to people in tending to come to this country is given in the following by the Dalles Sun: "The idea which has prevailed in the eastern states for' many years begotten by the golden days of California's early history that fortunes are accumu lated without effort in the west, is erroneous. Those who acquire wealth in Oregon, like the same class in other states, only reap the legitimate reward of persevering industry and continued self-sacrifice. There are no twentj' dollar pieces, chunks of gold or silver lying around loose in the north west, which only require a slight effort to pick up and possess. Money is only the representative of value here, the same as every where else, and the value is esti mated by the amount of labor or sacrifice required to furnish an equivalent. This country has an unsurpassed climate for mildness of winters and coolness of sum mers, and the resources are rich and almost boundless; but the soil will not yield spontaneously nor the mines give forth their gold and silver without labor, and he who comes to this portion of the northwest and expects to become rich without displaying the quali ties which have resulted almost everywhere in the accumulation of wealth, will be sadly disappointed. This region, for its development, needs toilers, who are not afraid to soil their hand, ind who are will ing to earn an honest livelihood. A Reliable Article.
