West Carroll parish is one of the upper tier of counties of Louis iana. It borders on Arkansas and is only separated from the Missis river by an intervening county known as East Carroll parish. It has an area of 380 square miles and a population of something less that 3,000 people. A few scat tered hamlets dot it, no one of I which, however, contains more than 300 souls. The county is wholly agricultural, the produc tions being chiefly cotton and corn. No railroad touches it, but rivers border it on the east and west and feeding streams nearly cross it. On the night of November 28th, a spot a few miles from Cal edonia, in this count', was' made the scene of a ghastly tragedy. A white man and a colored women were murdered and the house in which the' lived was set on fire, ana the bodies of the victims were burned with it. The investigation into this crime has revealed a state of things which has hardly a par allel, probably, any where else in the country The murdered man and woman were in the employ of one S. J. Witkowski, a member of the Louisiana legislature. About thirty-five years ago this Witkow ski, with his brother, then poor peddlers, appeared in West Car roll parish, and their subsequent caieer would lead one to suppose that the day was not passed when kings made districts tributary to the exactions of their favorites. The Witkowski brothers succeeded in ingratiating themselves into the favor of a rich planter residing there, and when he died soon af ter, one of them married the widow and the other a daughter and quickly absorbed the whole prop erty. Simon developed the more talent of the two. He saw with unerring sagacity that in the pres ent state of society in Louisiana a man's prosperity depended largely upon the favor in which ho was held at court. He iost no time, therefore, in gaining the confi dence of the governor of the state, and in return for efficient service rendered to the ring which governs Louisiana West Carrol parish was farmed out to him as n roj'al appanage. All public and political affairs in the parish were subjected to his will, and all its state appointments were made through him. ne had his own ballot boxes, his own returning officers and his own justices of thu peace. In fact, it is doubtful if any satrap ever exercised moie abso lute control under an eastern mon arch than Simon J. Witkowiski practiced in West Carrol parish with the consent of Governor Mc Ener of Louisiana. He stopped at no opposition and scrupled at no injustice. He would demand liens upon his neighbors' entire property when making a loan, and if the debt was not paid would strip his debtor bare of every pos ition, including his last pound of provision. With every offico in the country filled by his own crea tures he had no cause to feat judges, juries or sheriffs. Ho car ried in his pocket the resignation of every officer in the parish, ex aoted before a commission was handed over, as a menaco against their disputing his will. When he wanted to go to the legislature his returning board obsequiously sent him there, and when he want ed satisfaction for a debt owed by a neighbor ho simply sent aroutid and took as much cotton and corn as he chose without due prooess of law. So he grew rich on the trib ute wrung from the people while the whole neighborhood was cowed by his power. But like all true despots he forgot that there is a point where human en durance ends and resistance be gins. Some man impoverished by Witkowski's injustice turned and slew two of his most obnox ious agents, and the principal himself, realizing that vengeance was at last upon his track, sourrht safety in flight. That such an abnormal condition of tinners could exist in Louisiana is a singular proof of the half-civilized methods by whioh political po er is main tained in that state.
