'Among the items in the bill fur- nished by thfe-housa committee on oooimercee-aGf ice in the Oregon 'appropriations that for-"the lower Columbia and Willamette inclua ing the bar at the- mouth," has been appropriated the magnificent sum of $74,000. Why it wasn't mad $73,539 or $74,006, or some other equally exact amount, "heayen and congress alone know. Our delight upon learning that all this vast amount of money has actually been recommended is still further augmented on learning that this "is subject to possible in crease on further hearing." It is refreshing to know that so much is "possible." The comittee goes on to say: "As' to the commencement of permanent works at the mouth of the Columbia, the committee, on account of 'the adverso report of the advisory board of engineers "at New York made a year ago, disapproving Col. Gillespie's plan, and in view of the importance of the proper commencement of a great work and the necessity of having a plan approved by the chief engineers, have decided on a through and careful examination in detail by a board of" engineers in person, to be appointed by the secretary of war immediately on tb'e passage of the bill, when, after yisiting the mouth of the river -they shall report such a plan as they may approve in time for the December session of congress, so .that au appropriation can then be made." Wo would rather see the matter clearly spec ified "$74,000 for the improve cnent of the Willamette andj Col umbia rivers from Portland to Astoria." it would be all right and is all right, for the money 'will-no doubt do good if not fooled ..- away ,n "surveying," but to throw us a little-taffy by putting in the Ridiculous catch "and the bar nt the mouth" is just rubbing it in s little too much. It is not a ques tion of '-who is to blame." Wo t (believe Mr- George did all ho could; we beliove that the appointing of a new board of engineers to visit and inspect the mouth of the Col umbia next summer is duo chiefly tohis personal effort, but we de cidedly object to lugging in that "bar at its mouth," in a miserable - -little '$74,000 appropriation. It giTes the whole matter of bar im provement a bad flavor; it is a sort of concession that that is about all such a trifling little bit ef improvement should get. Fourteen mouths ago General Wright submitted plans for the improvement of the mouth of ihe'Columbia river, suggesting " "' a' style and system of permanent Improvement that would in tho " opinionof many have succeeded i m' procuring the desirod result. ' - This improvement would, he esti mated, cost $430,000. Tho board of engineers in a lengthy and elaborate adverse report, conclud ed that it was "unnecessary, to , submit any plan at this time for -the improvement of tho mouth of the Columbia." It's one of these - things for which thero is no pres ent roirasg. All that can be dea is to wait and see what this board t'oat comes out to reportnext sum mer will do. Again- an anti-Chinese bill has passed the House of Representa tives by the overwhelming vote of 204 in the affirmative and 37 in the negative. It is tho same in intent as the New York ward politician voted, except the clause relating to- the time tho-suspension shall bo in force. There is one conso lation, that if it pass tho Senate by a good round majority His Ac- cidency No. 4 must sign it, for the ' same reason that the Arkansas man -stole the mule in self-dej fense. If he doesn't it will fie very little consequence, for an Ameri can Congress that is so thoroughly anti-Chinese as tho present one will pass over his veto again, even though Massachusetts sentimental ists should domand an oncon of such presidential performance.
