The fact that the river and harbor committee of the house today beld a preliminary meeting and decided to enter upon a series of hearings of representatives from the leading states of the United States that are in need of further appropriations for their harbors and waterways, is taken to indicate that a rivor and harbor bill will be passed at the present session. The opinion generally prevails, how ever, that such a bill to secure approval of the house leaders, must make a com paratively small-appropriation, and pro vide principally for continuing work previously begun, which would include all Columbia river improvements not taken care of in the sundry civil bill, as well as the more important work along the Oregon coast that are now in course of construction. Representative Cushman today introduced a bill direct ing the secretin of war to locate, survey and begin Hie construction of a wagon road over the most direct route fron Valdes to Eagle City, Alaska. fJIIe alf-o introduced bills authorizing surveys o several rivers aud harbors, with a view to their further improvement, as follows Upper Columbia, between Wenatchee and Kettle Falls, Chehalis river, between Aberdeen and Montesano, Everett har bor, Bellingham bay and South Bend harbors. ESTATE W. L. SMITH, SECRETARY. - - HEPPNER. OREGON Relief to Oregon Settlers. Washington, Dec. 15. Senator Fulton was today directed by the public lands committee to make a favorable report on Senator Mitchell's bill for the relief of Sherman county settlers and his double minimum land bill. The former direc's the secretary of the interior to make a full investigation into the cases of settlers who have been dispossessed of their lands, under a decision of the supreme court, wbicbj; awarded the tracts in controversy to The Dalles Mili tary Wagon Road company, or its sue cessor, and to report to congress next session whether terms can be made with the wagon road company whereby these settlers may be restored to their lands, which were entered upon and improved in good faith. He ia also directed to ascertain the extent and value of the improvements made by each settler. The double minimum bill, which has appeared year after year for many con gresses, proposes to repay f 1.23 an acre to those settlers who paid $2.50 an acre for their lands, supposing they were within the limits of the Northern Pacific grant in Eastern Oregon. The fact that the Northern Facific never constructed its road down the Columbia river nullified its grant in Eastern Oregon, but those settlers with in the original limits of that grant, who paid double minimum pries for their lands, have never been able to recover half that amount. While this bill is in every way equita ble, the large appropriation that it car ries, by inference, stands in the way o ts passage, especially at this time, when economy is the watchword in the house. The senate public lands committee to day favorably reported Senator DuBois' bill, granting to the state of Idaho 50,- 000 acres of public land to aid in the maintenance ot the State Soldiers' and Sailors' Home. Canada, where he went about a month ago with a couple of cars of horses for the. market there, says the East Ore gonian. He has sold all of his stock and is now back for another shipment. He will, inside of the next month, ship from Pendleton between three and five cars of horses, which he will collect in the . John Day country. The horses which he shipped before were all large, strong animals, especially adapted to the heavy work of opening land for farming, and for these he found a ready sale. He will attempt to mate t'ie next shipment conform with the first. Mr. Officer was greatly pleased with the country in which he was, and while there took up a homestead, which he will improve and prove up on. The land is very ferti'e and will make fine wheat farms, and the immigration is (locking in all winter and will be heavier 11 the spring. At High River there are many busi ness openings and fine chances for men of business ability and a little rutins. KIS1NU YOtlVtJ AUTIST. Heppner Illacknian I'avinff the War to Success. Heppner people are proud of the sac- cess of Heppner Blackman, son of Hon. Henry Blackman, of this city. Heppner Blackman's talent is now being cultivated in San Francisco and the riaing voting artist is making rapid strides toward the success that he deserves. The first press notices and the first wo'k of young Blackman appeared in the Gazette, and a bright tuture was predicted for him, for the boy from childhood had shown undoubted talent. He ia now employed oft the San Fran cisco Call and his work is recognized as an artist and cartoonist. Like Davenport, young Blackman oves to sketch scenes of his childhood days and recently he has sent several sketches from memory to friends and relatives here. Homer Davenport, the great cartoon ist, who was recently offered a greater salary than that of the president of the United States, a few years ago - had no better propees than Heppner Black man has today. The people here are certainly pleased to hear of his success. James Warren came in from his ranch north of Heppner Wednesday and called at the CJazetti: ollice while in town.
