Following is the text of Senate Joint Memorial, No. 1, introduced by Mayn, of Multnomah, and which urjres Con gress to build at once a canal and locks at the dalles of the Columbia River; "To the Honorable Senate and House of Representatives of the United State: "We, your memoralists, the Legis lative Assembly of the State of Oregon, respectfully represent that the Columbia River, with the exception of a yery short distance between The Dalles and Cahlo, in the State of Oregon, is navig able all the year for boats of average tonnage from the Pacific Ocean to Kettle 1A.1I.. ; il. f XT 1 xaiio, in nits mam 01 wasnmgton, a distance of more than 700 miles; that owing to the topography of the country through which said river flows, the producers of the vast region known as the Columbia P.asin, which comprises an area of not less than ,$2 300,000 acres, mostly arable land, can cheaply reach the markets of the woild with their products only by means of the channel ot the .Columbia River, and for that reaean the removal of all obstructions to navigation therein and the consequent reduction of transportation rates is a matter of m st urgent necessity ; that the obstructions to navigtion alluded to can be overcome by the construction of properly equipped canal and locks at the points named; that a careful survey and plans for such canal and locks with detail drawings and estimates have been made under the direction of Captain W. A. Hart, Engineer Corps, IT. S A., which show that the probable cost of such improvement would not exceed -t3,!Ji9,000. ''Your memoralists pray, therefore, that said improvement be speedily commenced and vigorously prosecuted to an early completion." "In the Senate yesterday Johuston, of Wasco and Sherman, introduced a bill for construction of a portage rail road between The Dalles and Celilo, and providing that $200,000 be ap propriated from the State Treasury for the purpose. The measure provides that the Gover nor, Secretary of State and State Treas urer and their successors in office shall be constituted a Board of Portage Com missioners, with full power to construct and operate the proposed portage road, and thatthpy shall proceed immediately to take up those duties when the act shall have been passed. Honolulu, Jan. G. There is much indignation and many protests here over the report of the Senate commission which was sent to the Senate last Mon day. That portion recommending the estab lishment of a National leper settlement at !Uolokai and the statement that there are manv lepers in the islands outside the settlement is especially resented. The resignation of Attorney-General E. P. Dole has been accepted. Dole will go to Washington to argue before the Supreme Court the Osaki Mankiehi case, which grew out of the transition period and involves the application of the United States Constitution to Hawaii I alter the paspage of the resolution of annexation. 1 A Cure For Lumbago. The House committee on industrial ait and ex hibits today authorized a favorable re port on the bill appropriating .$100, 000 for an agricultural college exhibit at the St. Loais fair. Ammendments were made to the bill providing for an appropriation of .toO.OOO to aid the residents of Alaska to make an exhibit at St Louis, the cost of preparing and transporting to be borne by the resi dents of Alaska; also for an appropria tion of !f 25,000 for an Indian Territory exhibit, the residents of the territory being required to deposit an equal amount with the Treasury.
