W, Shipley has mailed the following: circu lar to the teachers of Morrow county: IIkim'Nek, Oregon, Dec. 15, 1902. Dear Teacher: In pursuance of the resolutions adopted by the annual insti tute of Dec. 3, 4, 5, 1902, I enclose a blank petition to you for the purpose of securing sienatnres of taxpayers in your district. The Library Law, if adopted, will raise $172 for library books. The assessor, Mr. Salin, states in round numbers that the total assessed valua tion of Morrow county for 1902, is f2,- 500,000. It will thus be seen mat to raise $172 will only require a tax levy of .00007 per cent. Many persons will at first siirht object to signing the petition, but when it is explained that a man paying taxes on $10,000 will pay only .70 cents, and a man paying taxes on $1,000 will pay only .07 cents, I think yon will have no difficulty in securing signatures. If possible, see a'l of the largest tax payers and the representative men ot your district.
