“ Your readers will remember con­
cerning this case that Miss Jennie

some months ago under circumstances
calculated to awaken suspiciou that
poison had been administered. Certain
physicians having pretended to make
a chemical examination of the stomach
and contents, and having declared that
no trace of poison could be found, sus»
picion was therefore naturally allayed ;
but it now transpires that Dr. Veatch,
who is a good practical chemist, had
also received a portion o f the contents
o f the stomach, in a sealed vial, for an
alysis, and he found poison in sufficient
quantity to destroy life. Under these
circumstances a renewed interest in the
ca»e is felt among ‘ he people.”

administered the affairs o f Government
for sixty years, and until the present
Radical Destruction party came into
power by reason o f a division in the
Democratic ranks.
Four English life and fire insurance
couipauics (or more properly associa­
tions) are doing a fire business on the
Pacific coast. The authorized capitals
of these concerns figure up ,$40 000,-
000, o f which, however, only, say $•>,.
450,000 has ever been subscribed, but
how much o f even this small capital has
ever bpett paid in by these authorized
millionaires, is not known to the public,
but. it is known that they have a joint
“ life liability” o f nearly $35,000,000 !
And it may be well for Americans to
bear in mind that this immense liabil
ity is, in the main, to European policy­
holders, who are no doubt secured the
first lien by the laws o f England, so
that American policy .holders would be
very apt to go begging in the event of
liquidation, while it is not to be disput­
ed, that in the event o f trouble between
governments, all policies issued on this
continent to Americans by the English
companies, would at once become void.
T he Insurance Commissioner o f New
York, evidently appreciating the fact
that authorized capital amounts to no­
thing, that subscribed capital is no se­
curity, that millions o f life liabilities
off»et millions o f assets, that trouble be­
tween governments is uot improbable,
and that policies, without the signature
o f an officer thereon, might be repudi»
ated if pushed, induced the Legislature
o f that State to pass au act requiring
these English associations to make a
deposit each o f $200,000 for security
o f New York policy holders, before be­
ing permitted to carry away the pre­
miums
In California these companies make
no deposit, and do not seem to ev$n
make compliance with existing laws.
In the Commissioner’s report for 1809,
we fail to find their sworn statements,
as required by law, and furnished by
all American companies doing business

The failure o f the authorized million­
aire “ A lbert,” with its $7,009,000 lia­
bilities, and only $1,000,000 assets,
will open the eyes o f those who have
been seduced by the “ big companies ou
paper,” and suggest to the Commission­
er of California the importance of see­
ing the law enforced in the case o f the
English companies, as rigidly as in the
case of the “ Builders,” while it may
not be out o f order for our Legislature
to consider the propriety o f compelling
them to furnish the same guarantee to
their California policy-holders that they
are compelled to furnish the New York

nishing more solid security to our peo­

A California exchange states that a
newly married oouple stopped at a ho­
tel in Chico last week, and remained
two days without eating at the hofel ta­
ble. W hen inquiries were made the
(man pdmitted that he hadn’ t a cent,
and qaid his wife .thought it wrong to
take food without the means o f paying
for it. They had been for forty eight
hours contemplating how they could
best earn the money to pay for their
first meal.
The hotel keeper soon
helped them out o f their trouble by giv­
ing them a good dinner, and patting
the yound wife, only fourteen years old,
in the kitchen to cam a living, while
he went out in town and found employ­
ment for her husband.
