Oregonian, writing from Salem to that paper under date Nov. 13, has the following in re ference to the Jenny Boice murder. AVe publish it for what it is worth : “ Your readers will remember con cerning this case that Miss Jennie lio ice , o f 1‘olk county, was found dead some months ago under circumstances calculated to awaken suspiciou that poison had been administered. Certain physicians having pretended to make a chemical examination of the stomach and contents, and having declared that no trace of poison could be found, sus» picion was therefore naturally allayed ; but it now transpires that Dr. Veatch, who is a good practical chemist, had also received a portion o f the contents o f the stomach, in a sealed vial, for an alysis, and he found poison in sufficient quantity to destroy life. Under these circumstances a renewed interest in the ca»e is felt among ‘ he people.” H ope ’ t i s S o . — W e are credibly in .formed that the recommendations o f 1‘ustal Agent Underwood for increased mail facilities on the West side o f toe Willamette, and which wore returned .to him from Washington, tho Lids for the service for the next year having been already advertised, have again been sent on to the Department, accom panied by pressing letters from the Agent, and also from Senator Williams, setting forth our necessities and urging immediate action in the premises. I f old Flaxbrake has writteu in good faith, without dropping a line sob rosa to Postmaster Cresswell to neutralize the only good thing we ever knew him to ^o, the probability is that by next July we shall have a daily mail stage line running through from Portland to Cor- * v * vallis, via Dallas, and a tri weekly ser vice from Salem .to Buena Vista, via Eola, Independence and Monmouth. A t any rate these are among the re commendations, according to our in formant. As Flaxbrake played the W est side such a scurvy trick in the railroad business, in view o f the ap- proaching senatorial contest, he may put this mail matter through to concil iate the Radical clement on this side the river. W e hope so, at any rate. C o . e s : — In “ times o f peace M onm outh , P E d it o r T im olk prepare for war” is an old adage, and one that at the preseBt time the De mocracy would do well to hefed. Now, it is comparatively a time o f peace; j but the time is fast approaching when the battle o f a fierce political contest will be upon u s ; when the sounds of strife will • be heard from one end o f f the valley to another. W hat prepara tion is the Democracy making for a successful fight in that contest? ready for the fray ? Has the deter» miuation to fight energetically and with the he^t abilities God fias given them, impressed itself upon every Democratic Is every voter in our ranks willing to lay aside all personal feeling and prejudice, and work for the best interests o f the party, the people, and the principles we profess ? I f ¿tot, then the time has arrived to begin the ne cessary preparation lor the accomplish ment of those results. W e have an enemy to contend with, dishonest in its warfare, unscrupulous in all its actions, and regardless of pecuniary cost in the accomplishment of its nefarious pur poses. What, then, is necessary to successfully combat foe ? sent this incendiary This is necessary : that we pre» an undivided and harmonious front to the enemy; that we be guided by principles, not by m en ; fhat we fight for Democracy, and not-Jor spoils. Let us have no this man’s Democracy, or that man’s D em ocracy; but let us have the Democracy w^ich successfully and to the best interests o f the people, administered the affairs o f Government for sixty years, and until the present Radical Destruction party came into power by reason o f a division in the Democratic ranks. Four English life and fire insurance couipauics (or more properly associa tions) are doing a fire business on the Pacific coast. The authorized capitals of these concerns figure up ,$40 000,- 000, o f which, however, only, say $•>,. 450,000 has ever been subscribed, but how much o f even this small capital has ever bpett paid in by these authorized millionaires, is not known to the public, but. it is known that they have a joint “ life liability” o f nearly $35,000,000 ! And it may be well for Americans to bear in mind that this immense liabil ity is, in the main, to European policy holders, who are no doubt secured the first lien by the laws o f England, so that American policy .holders would be very apt to go begging in the event of liquidation, while it is not to be disput ed, that in the event o f trouble between governments, all policies issued on this continent to Americans by the English companies, would at once become void. T he Insurance Commissioner o f New York, evidently appreciating the fact that authorized capital amounts to no thing, that subscribed capital is no se curity, that millions o f life liabilities off»et millions o f assets, that trouble be tween governments is uot improbable, and that policies, without the signature o f an officer thereon, might be repudi» ated if pushed, induced the Legislature o f that State to pass au act requiring these English associations to make a deposit each o f $200,000 for security o f New York policy holders, before be ing permitted to carry away the pre miums In California these companies make no deposit, and do not seem to ev$n make compliance with existing laws. In the Commissioner’s report for 1809, we fail to find their sworn statements, as required by law, and furnished by all American companies doing business hero. The failure o f the authorized million aire “ A lbert,” with its $7,009,000 lia bilities, and only $1,000,000 assets, will open the eyes o f those who have been seduced by the “ big companies ou paper,” and suggest to the Commission er of California the importance of see ing the law enforced in the case o f the English companies, as rigidly as in the case of the “ Builders,” while it may not be out o f order for our Legislature to consider the propriety o f compelling them to furnish the same guarantee to their California policy-holders that they are compelled to furnish the New York ers, an actual deposit o f $200,000, fur nishing more solid security to our peo ple than an authorized capital o f ten millions, should we have any turning “ belly up” in an effort to emulate P r in c e A lbert .
