It Is likely the governor will con sider the refusal of Superintendent James of the penitentiary, to accept a leave of absence without pay, as the resignation of that official. He Inti mated that If Superintendent James did not take his tcavo of absence to day there would be a new superin tendent In his place, a superintendent content to accept the honors of the of fice without salary. In the meantime tht penitentiary warden will discharge the administrative duties connected with the institution. Governor West wdmltted that in asking Superintendent James to take a leave of absence without pay he was not actuated alone by motives of econ omy. He did not deny his vexation upon several occasions when he called at the office of the superintendent late In the working day only to find that that functionary was not on the Job. He admitted also that when he found the superintendent was leaving 100 acres of rich land on the prison farm unproductive that it vexed him. It seems that the Inability of the super intendent, not denying his good qual ities, to meet the progressive Ideas of the governor In the administration ot prison affairs, also had considerable Influence in the request that he take a leave of absence, which, now that the superintendent persists In staying. Is to be construed as his resignation. "There are other things to come,'" said the governor significantly, in ref erence to the prison situation, before taking his leave for Salem. (Special Correspondence.) Gibbon, Ore., May 6 Roy Ravi and family have moved from Pendle ton here where they will reside per manently. Mr. Davis recently pur chased a stock ranch from John Thompson. Roy Sampson Is In Pendleton. R. C. Hager was In Pendleton Mon day. Mr and Mrs. John Thompson went to Pendleton Tuesday, returning Wed nesday. Mr. and Mrs. David Bonlfer and daughters went to Pendleton Satur day. Miss Anna May Thompson has gone to Weston to attend her aunt, Mrs Lleuullen, who Is ill at that place. Mr. and Mrs. Jake Davis are here visiting their son Roy. Mr. Davis will remain here tiis summer, but Mrs. Davis will go to Pendleton the first of June to receive medical treat ment. CARTOONS USED BY Those In charge of the services at the Christian church were especially gratified with yesterday's work as the attendance was good and the general interest very fine. The "morning ser vice" Is becoming more and more pop ular and but very few come late or go away before it Is, entirely complete. Some very striking cartoons from the late Frank Beard, were used by the pastor in Illustrating the morning lesson. The ono which seemed to made the deepest Impression was en titled "Pay Day," and showed the criminal In stripes, the grafting po liceman, the unfaithful preacher who failed to warn people of their sins, the society leader and card player in fact a great hoard of common ev ery day sinners with whom we are familiar even right here In Pendleton standing before Satan, who with a fringe of scorn Is pointing signifi cantly to the words, "The wages of sin is death." The master painting of Hoffman was also shown,' as Illus trating the power of wealth to seduce and lead astray even the young. Mr. Holmes said he had been privileged to see the painting last summer while attending the International Sunday School Convention In San. ' Francisco, and that It was insured for over a hundred thousand dollars. Its title is "The Rich Young Ruler." A fine il lustrated song was also enjoyed by all. Much Interest Is being manifest ed, too, In the entertainment to be given at the church tonight to which free tickets were distributed at yes terday morning's service. A small admission fee will be charged all who do not hold tickets. The pictures to be used are upon the topic, "Seeinc and Hearing," and are very fine. There were many strangers in last night's audlence, and that they were cordially welcomed was shown by the remark of one man as he passed out, who said, "They nearly shook my arm offi" and by another who at tended both the services of the day and said last night that he had not attended a more cordial church In the northwest. It looks like the church was attempting to live up to their motto, "Only Once a Stranger." The pastor gave a very instructive and Interesting sermon last night on "The Holy Spirit In Regeneration," and announced that he would discuss "The Baptism in the Holy Spirit" next Sunday night. District No. 2. All streets on the south side of the Umatilla River, west of the east line of Main street, and north of the south line of Webb street. District No. 3. All streets lying east of a line begin ning at the intersection of the eas, line of Main street with the Umatilla River, thence following the east line of Main street to the south line of Webb street, thence following tHo south line of Webb street east to the west line of College street, thence following the west line of College street to the south line of Railroad street, thenco following the south line of Railroad street east to the termination thereof, thence southerly to the City limits. District No. 4. All streets south of the south line of Webb street and west of the west line of College street. The revenue cutter Manning, first of the Bering Sea pa trol vessels, sailed from Seattle for the north to guard the eastern section of the Alaska peninsula from Unimak Pass to Kodiak island, until the fur seals enter Bering Sea, when the cut ter will follow. The Tahoma will sail In a few days and the McCulough and Bear will go later. With Russia, Japan and Eng land co-operating with the ' United States it Is expected that It will not be necessary to keep close watch at the rookeries, and the cutters will carry mall to fishing vessels, schools and missions, hold court at the set tlements and do other useful work.
