Resolutions ordering the Improve ment of East Webb street with bitu lithic and West Webb street and East Court street with macadam were pass ed by the city council last night in spite of warnings of remonstrances taking form among property owners along the latter two, the council taking the attitude that the only proper way to determine the amount of opposition is to order the improve ment and await results. By the reso".utions, it is proposed to hard surface East Webb street from the east line of Cottonwood street to the south line of Court, to macadamize West Webb street from its intersection with the O.-W. R. & N. tracks to TutuIHa street and East Court street from Byers Mill race to the eastern city limits. The resolution ordering the im povemnt of East Court was opposed by Councilman Dyer on the grounds that no provision is being made for the drainage of the water which flows down from the hillside into the street and for tile further reason that with only a strip 24-feet wide macadam ised without a curb, the. traffic would ha.ve a tendency to cut the ma cadam away on the edges. City engineer Kimbrell declared the plans provide for the running of the water into the millrace and mem bers of the council as well as the mayor expressed themselves as believ ing the proposed street would not be damaged by any lack of drainage and declared themselves In favor of the improvement because of the bad con dition of the street, which is one of -the main traveled thoroughfares. Engineer Lonergan of the Warren 'Construction company, proposed as a - substitute last night a ten foot hard surface strip down the center of the street with the remainder macadam ' Ised but the general sentiment seem ed to be that such an improvement would be too expensive for the prop- erty owners- NO YOIX.AXO VXDEIt CANAI-. MARRIED MEN t AIJLi 'HURRAH FOIl JUDGE Illinois Justice lines His Wife for Butting In on His Judicial Opin ions, ami She Has to Pay or Go to JaU. Sterling, 111. Judge Irvin Beeman, one of the police magistrates of this city, fined his wife (25 for contempt of court and ordered the bailiff to lock her up if the fine was not paid within one hour. Mrs. Beeman paid. The judge was holding hourt. Mrs. Beeman entered the courtroom and seated herself near the bar to wait for the judge, who had promised to go with her on a shopping expedition. William Lawton, a young man of prepossessing appearance, was before the bar charged with disorderly con duct. After hurrying through the evidence the judge fined him $10 and costs. Lawton, having no ready cash, was ordered locked up. "That's an outrage!" declared Mrs. Beeman, incoluntarily. "Silence!" thundered the court. Mrs. Beeman, however, refused ' to be silent. Judge Beeman was exasperated. Furiously rapping for order he told Mrs. Beeman to keep quiet under threats of a contempt fine. Wtih a woman's liking for the last word she continued her argument with her hus band until the courtroom was almost in an uproar. In desperation the judge imposed a fine of $25 for contempt. Mrs. Bee man dared him to collect it. Anger ed, the judge instructed Bailiff New ton to take Mrs. Beeman In charge and to lock her up if the fine was not paid within one hour. Mrs. Bee man was led from the court sobbing hysterically. She finally drew on her private bank account for the amount of the fine and was released from the custody of the bailiff. Later Judge Beeman stated that he had imposed the fine feeling that this was the only thing he could do if the dignity of his court was to be, maintained. Mrs. Beeman is peril tent and has promised not to inter in her husband's legal affairs again. ALLEGED MURDERER OK OREGON WOMEN HELD Fruit Luna Sells. By a deed recorded today, Herbert S. Denison has sold a five and a half acre tract In the Milton-Freewater fruit district to William R. Love for a consideration of $2750. Sheriff Files Ills Petitions. The name of T. D. Taylor will ap pear upon the primary ballot as a candidate for the democratic nomi nation for sheriff, his signed petitions having been filed with Clerk Saling today. To Visit Pilot Rock Lodge. Members of the local Canton lodge Xo. 3, T. O. O. F., will pay the Pilot Rock lodge a social visit this evening, most of the party making the trip in autos. Among the members who will be in the party are R. F. Kirkpatrick, J. T. Brown, William McCormmach, Charles Myers and G. W. Bradley. LEAVES TOMORROW TO TEACH IN SHANGHAI For 'the purpose of taking an ex cellent teaching position in Miss Jew ell's school, a boarding and day school for white children in the city of Shanghai, China, Miss Mary Whit ney, of the Washington school teach ing corps, leaves here tomorrow. She will sail from San Francisco on the steamer Nile on April S. The school In which Miss Whitney will teach is an Institution giving grade work and also college prepara tory work. It is attended by white children of the mercantile and offi cial class and employs nine teachers aside from the matron of the school. Miss Whitney is to teach the eighth grade and also some high school studies. In view of the turmoil in which most of the old Chinese empire has been thrown by the revolution and the es tablishment of the republic, the rel atives of Miss Whitney have been Imploring her not to take the posl-1 tion. However, she feels that In a i coast city such as Shanghai there j will be perfect safety and of this i fact she has been assured by nn uncle and aunt who live not far from , Shanghai. Accordingly she will make the trip and is looking forward l to her work In the orient with much interest. After arriving In China, Miss Whit ney is to write to tho East Oregonian setting forth facta regarding i school in which she will be employed and general facts and Impressions re garding China as she finds the new oriental republic. District Clerk Moves Away. According to a notification receiv ed at the office of the county school superintendent today, D. Cheeseman, who for some time past has been clerk of school district No. 4 near Freewater, has moved from that dis trict and the office he has held has been declared vacant. Two Drunks Go to Jail. John Cannon and George Goddard this morning received three day sen tences in the city house of penitence as a result of their orgy of last night. They pleaded guilty to being drunk this morning and not having the money with which to pay their fine, went sorrowfully back to jail. Pendleton a Good Host. Commenting freely on the high standard of entertainment offered by Pendleton, La Grande's delegation to the cornerstone festivities at Pendle ton yesterday have returned. The formal functions were well attended and splendid receptions were tender ed last evening. La Grande Observer. Walla Walla Couple Wed Here. A marriage license was Issued to day for Reuben H. Lampshiro- of Walla Walla county, Washington, and Wilhelmine Howick, presumably of the same county and the couple were married by County Judge J. W. Maloney. The bride gave her age as 55 while the appearance bf the groom would indicate that he too has pass ed the springtime of life. Riverside. Calif., March 28. Frank Baurwaerts, the Belgin prospector who held to answer, without bonds today by the superior court on a charge of the murder of Mrs. Harriet Guyot, Portland. Ore., and Miss Jul it Fancls, of The Dalles, Ore., Baur waerts was not on the witness stand. Coroner Wilklns testified that he found Mrs. Guyot's body In the Chuckawalla mountains with her arms strapped to her sides and a shell from an automatic revolver, said to belong to Bauerwaerts, was found tangled in her hair. MRS. PANKIIURST HELD ON CONSPIRACY CHARGE London, March 28. Mrs. Emeline Pankhurst, leader of the militant suf fragettes is held without bail on a charge of conspiracy. Charges against Mrs. Tuke. another suffragette lead er were dismissed. The conspiracy charge is the direct result of the re cent window smashing crusade con ducted by the suffragettes. YOUTHFUL WHITE SLAVER SENTENCED TO PRISON San Francisco, March 28. Charles CelUe, aged 18. was convicted of white slavery and sentenced by Fed eral Judge Farrlngton to eight months in the United States penitentiary at McNeil's Island and to pay a fine of $100. A motion for a new trial wag denied. Cell! put a young girl, named Mary Knez. in slavery. Covered" McNaniara Trial. Mrs. Sarah Field Ehrgott, who will speak this evening in the city hall on equal suffrage, besides be ing a leader In the fight for wo man's rights has gained some dis tinction as a newspaper writer also. During the recent McNamara trial in Los Angeles, she sat in the audi ence as a special representative of the Portland Journal and reported the proceedings dally to the Portland paper. Commendation for Olson & Johnson. Business men as well as school children are commending the spirit shown by Mr. Johnson of the con tracting firm of Olson & Johnson in erecting the seats at the hospital grounds for the accommodation of the school children during Tuesday's ex ercises. Mr. Johnson put up the seats at his own expense and with out any solicitation and his act mer its the appreciation which the people feel. Help! Express Rates Cut. Olympia, March 28. The Northern Express company cuts in two Its rate on fruit and vegetables. The mini mum charge Is 25 cents. 3 California Murderers Reprieved. Sacramento, Calif., March 28. Governor Johnson has granted re prieves to George E. Flguerea, the Los Angeles wife murderer; Willie Luis, a Chinese murderer of his step mother, and William Burke, who murdered his mistress. All Jhree were to be hanged at San Quentin tomorrow. The reprieves of Burke and Figuerea were extended . to May 10 and that of Luis to May 3. LAST $5 OF GOOD TIME. St. Joseph. A brand new five-dollar bill, across the face of which was written "The last of $10,000 spent on wine, women and song," was push ed through the teller's window of a local bank with the request that it be changed into small change. "I've got to watch the corners now," was the only explanation of fered by the young man who present ed the bill. "It's the last of what my father left me." The bill under the law regarding mutilated bills will go to the treasury for redemption. Madero Reary to Flee. Washington, March 28. Reports received here say President Madero of Mexico is preparing to flee from Mexico City. It would save people a lot of trou ble if they could be born with their wisdom teeth alreadv cut.
