(From Tuesday's Journal.) Ah compared with yesterday's lib eral offerings in all lines of livestock tho small movement in the North Portland yards this morning was the extreme. All told there were only 4 8 hogs, 6 calves and 142 sheep re ported In. Since the big run of calves yester day the trade has been Riven cause to wonder what the immediate future of values would be. Late yesterday af ternoon the market was very erratic and while some steers sold as high us 15. "5 others of equal quality, accord ing to sellers, sold at $5.fi0 and $5.65 r spectlvcly. The way that packers took hold of the immense run of yesterday, clean ing up entirely, gives evidence of tho greut strength through which the cat tle trade is passing at this time. Never before has such a big lot of cattle passed through the pens to the scales and left the price so near the former top. I.oh Is Slight. The loss In cattle values during the pust 24 hours has been slight. As stated in The Journal yesterday after noon, prices we're but lrte to lfic un der the extreme top of the past few days. This showing Is remarkable and shows that the Portland market Is growing. A few years ago a run of half Biat number of cattle would have HwAuped the trade even during times of W-rent strength and yet dur ing the jltst 24 hours the entire ship mi nt was sold with scarcely a sign of trouble. Over 4,000 per sons by actual count, witnessed tho denion.-ti atlons conducted by tho "Hog and Chicken Special" sent out by the Oregon Agricultural College last week. Dr. James Wlthycombc, ! in charge of the demonstrations, has tabulated the attendance at the vari- ous points as follows: lone, 300; Hi ppner. 400; Condon, 350: Clem, 75; Grass Valley, 275; Moro, 300; Wasco, 1350; Rend, 475; Redmond, 850; Cul ver, 3M; and Madras, 400; total, 4, 075. The attendance at Arlington was not 1 included, since the Trl-County De- j velopment League was In convention j there at the time and had gathered there about 500 people, most of whom attended the demonstrations as well nji the convention sessions. (Special Correspondence.) Hermlston, Ore., Nov. 8. The rec lamation service this week received seven carloads of wood pipe. This is to be ued instead of open ditches in the east end of the project. The Odd Fellows nek' their annual smoker Monday night. One hundred guests were present Including mem bers and Invited guests. C. F. Morrow has arrived from Springfield. Ill nols, where he has been for the pa-it two months In the interest of the Western Land & Irri gation company as sales agent. Mr. Morrow reports many new settlers for their project west of town. He expects to return shortly to the east. The Umatilla Storage & Commis sion company has shipped its chop mill to Stanfield where it will be in stalled. The O.-W. 11. & N. company refused to allow it to be installed on the right of way here, so it was ne cessary to move it to the Stanfield branch. The German club held Its weekly meeting at the home of W. T. Watson Monday night. After the meeting a social session was held with the fol lowing members and invited guests present. Misses liessie K. A number of members were able to get the limit, which is thirty-five ducks. A number of Pendleton hunters were down and all report good hunting. Game Warden E. F. Charley Bennett, o Umatilla Indian, is being made tp serve time in the county jail becau-e he is the lawful owner of real estate in the Umatilla reservation al lotment. This state of affairs is puz zling Charley. White man's laws have many Intricacies and hair-splitting lines, to his mind, but this is the pro foundest sensation he has yet faced. The bewilderment Is not much less confusing for the officers who have Bennett's case in hand They have struck another snag in the pauper's oath provision of the federal law. There it is stated that to get release from prison after serving a stated term which was accompanied by a fine nn accused must remain In Jail 30 days beyond the prison term and then take the pauper's oath, swearing that he has no property and no means of paying his fine. Charley came up this morning to take the pauper's oath. When quiz zed by Commissioner Cannon, It was found that the Indian has a 40-acre allotment. However, this allotment is not to be alienated by him, neither can he mortgage It as security for a loan. He will not be permitted to take the pauper's, oath, according to present conditions, and yet he can not, use the realty possessed as a means of getting out of jail. I M PRO VE Notice is hereby given, that the Common Council did on October 25, 1911, pass the following resolution, and that the surveyor's estimate of the proportion of the cost of the Im provement as mentioned therein, to be charged against each lot, part of lot and parcel of land, Is now on file in my office, said resolution being as follows: to-wit: Whereas the city surveyor did on October 25, 1911, under direction of the Common Council, file plans and specifications for an appropriate Im provement of Washington street from a point 100 feet east of the east line of Garfield street to the west line of Bla'ne street, Blaine street from the north line of Washington street to a point 200 feet north of the north line of Washington street, together with the estimates of the work to be done and the probable cost thereof, togeth er with a statement of the lots, jarts of lo's and parcels of land to be ben efited by such improvement, and per centage of the total cost of the Im provement which each of such lots, parts of lots and parcels of land should pay on account of the bene fits to be derived therefrom; and Whereas the Common Council has examined such plans and specifica tions and found the same satisfactory and the estimates for the work to be done in accordance with the probable cost thereof; and Whereas, the property recommend ed by the city surveyor to be includ ed within the boundaries of the dis trict benefited Is. In the judgment of the Common Council, properly to be included within such district, and no property is excluded therefrom which should properly be included therein; and Whereas, the Improvement of the hereinabove described portions of said streets by grading and constructing sidewalks and crosswalks along the north side of such portion of Wash ington street and the west side of such portion of Blaine street where there are at present no sidewalks or where the sidewalks are not con structed aeeord'ng to the ordinances of the City of Pendleton, the same Is, In the judgment of the Common Coun cil, at this time necessary; therefore, Bo It Resolved, by the Common Council of the City of Pendleton that it is expedient to. improve and It Is hereby proposed to improve Washing ton street, In the City of Pendleton, from a point 100 feet east of the east line of Garfield street to the west line of Blaine street, and Blaine street from the north line of Washington street to a point 200 feet north of the north line of AVashlngton street, by making excavations and fills there on and rolling the same with the city road roller, so as to make an even ana compact surface upon the estab lished grade of said s'.reets and con structing sidewalks and crosswalks along the north side of such portion rf Washington street and the west side of such portion of Blaine street where there are at present no sidewalks or where the sidewalks are not con structed according to the ordinances of the City of Pendleton, according to the plans and specifications there fore prepared by the city surveyor end filed with the recorder of the City of Pendleton on the 25th day of October, 1911; and Be It Further Resolved, That the rluns, specifications and estimates for such Improvement, as so prepared by the city surveyor and so filed on the 25th day of October, be and they are hereby approved. Be It Further Resolved, That the cost of making such improvement shall bo a charge nnd lien upon all lots, parts of lots nnd parcels of land especially benefited by such Improve ment, proportionately ns so benefited and the owners of fuch lots, parts of lots and parcels of land so specially benefited shall be liable for the pay ment of the costs thereof In propor tion as they are ?o specially benefit ted.
