Technicality Defeats Hawley In Fight for $193,513. Hawley offered ' aji amendment to the general deficiency bill . In the house, authorizing piiAment to the state of Oregon of $193,543 In satis faction of the state's civil war claim says a special from Washington to a Portland paper. A point of order was raised against the amendment by Fitzgerald of New York and was sustained. Hawley made a determined fight to have his amendment adopted and read the findings of the court of claims, holding the claim to be valid. Inas much as the court of claims merely returned f'ndlngs and not a judgment, it was held that the amendment could not properly be Included In the defici ency bill. 590 ACRES ARE WITHDRAWN Power Site Alone Mnllimr River Will bo ProtncUtl. It covers the business of the ; Is it a good thing for Umatilla county to have 426,822 acres of its' area In a national forest? This question has been aroused by the figures showing the apportlon tionment of the twenty-five per cent of the revenue received by the forest service for use of the national forest resources among the various coun ties of the state. The work of apportioning this fund which goes to the school and road funds of the counties, has Just been completed by Chief Clerk Corey of the secretary of state's office. Uma tilla county will receive a revenue of $1033.43 from the 425,822 acres of Its area which lies within the nation al forest. Formerly the quota allowed the counties by the government was but ten per cent of the total revenues earned by the service, but Senator Fulton succeeded In amending this provision of the law so that twenty vice per cent of the funds were turn ed over to the states in which the for ests' were located. The county of Umatilla thus re ceives revenue of a little less than two and one-half mills per acre from the heavily timbered lands within the forest which are all located in the eastern and southern end of trie county. The Harriman system carried 10 per cent of the estimated 1910 pas senger traffic. The figures for most of the other railroads have not yet been compiled by the government, but in 1909 the number of passengers carled was 29,000.000,000. The fig ures for 1910, It is said, will not ex ceed a billion more. Many other railroads have gone through a year without a fatality to any of its passengers, but It Is said that no system has made this recora for such a large total of passengers. Results on the Harriman lines are ascribed to a campaign waged by the management for years to reduce acci dents. The Harriman system now has more miles of automatic block signal protection than any other sys tem in the world. Mr. Kruttschnitt has directed special attention to the accident problem, and began several years ago to bring about a reduction by giving complete publicity to all forms of accidents and their Investi gation, which it is believed, spurred officers and employes to greater ef forts to safeguard lives. In 1903,1904 the number of acci dents on the Union Pacific was 20 for 1,000,000 locomotive miles. On the Pacific system of the Southern Pa cific the number of accidents per 1,- 000,000 locomotive miles was reduc r.i from 29.6 to 10.5 in the same time.
