(Special Correspondence.) Athena, Ore., Feb. 13. The terrif flc blizzard which was raging yester day afternoon so completely filled the loud between this city and Weston that it is absolutely impossible for a horse or any vehicle to go from one place to the other without going ar ound by another road. Wm. Littlejohn and Harry Bundy, the two delegates appointed to at tend the baseball conference at Wes ton, sturted from this place about 12 o'clock with a team, and buggy and when about half the way over they encountered a small drift In the road which they attempted to go through. The horses became entangled in the snow and the snow was drifting so fust that before they could get started again the buggy was about half bur ied. Realizing their predicament the men unhitched their horses and it was with great difficulty that they were able to get out at all. They finully managed to get buck to town by cut ting a wire and going through a field. However, the buggy was completely buried in the snow before they had gotten very far away. On their ar rival a man with team and wagon attempted to get the buggy and he reported he could not get within a half mile of the buried vehicle. People from out that way report this morning that until the snow is shoveled out it will be some time be fore traffic through that road can be resumed. As it grew warmer towards even ing the snow turned to a heavy rain which poured down for several hours in great torrents. When the rain stop ped the atmosphere turned suddenly very com and froze the rain on top ot the ground, which made the whole country look like a glare of Ice this morning. MII.TXOMAH WOl'LD BE DISTItlCT BY ITSELF Salem, Ore., Feb. 13. Multnoman county Is placed in a congressional dstrlct by itself by an amendment to Oliver's bill reported to tho senate yesterday by the committee on priv ileges and elections. The only change from its originnl form is by detach ing Columbia and Clatsop counties from tho proposed Second district, leaving Multnomah by itself. The amendment leaves the state in what Is regarded as a perfect goo graphical proportion, all counties east of the Cascades in one district and all those west of the mountains except Multnomah in another. It is practi cally the same as Representative Jla honey's bill In the house. If it pass es, Oregon's three congressmen will be elected in 1912 from the following districts. First Clursop. Columbia, Tilla mook. Washington. Yamhill, Lincoln, Polk, Clackamas Marion, Linn, Hen ton, Lane, Douglas, Coos, Curry, Jo sephine, Jackson. Second Multnomah. Third HoU Kiver, Wasco. Sher man. Gilliam, Morrow, Umatilla. Union, Wallowa, Baker, flan!, wheeler. Crook. Klamath, Lake, llar mv, Malheur. B, 165 Fouts, giving the Portland constable five deputies and fixing their salar ies. LITTLE CHANGE IV CHINA PHEASANT LAW Salem, Or., Feb 14. Chinese pheasants were the first subject of animated debate in the senate yes terday morning. Senator Carson's bill prohibiting all hunting of pheas ants for five years limped forth from tho committee on game amended to merely provide against hunting with dogs. This amendment was ap proved by the senate against the strenuous opposition of Bean, who contended that hunting may as well be stopped altogether as to prevent hunting with dogs.
